| dc.description.abstract | Стаття присвячена удосконаленню методичних підходів до сценарного моделювання впливу бюджетної політики на економіку України, яка знаходиться у кризовому стані. Для пошуку наукових результатів було використано методи: порівняння, аналізу, синтезу, сценарного моделювання. Запропонований методичний підхід до сценарного моделювання впливу бюджетної політики на розвиток економіки складається з етапів: оцінка кількісних параметрів бюджетної політики, дослідження антиперсистентності структурно обумовлених характеристик бюджетної політики та щільності імовірності їх виникнення, побудова мережі взаємозв’язків між характеристиками бюджетної політики та макропоказниками, формування сценаріїв реалізації бюджетної політики та оцінка наслідків їх реалізації. Встановлено, що структурно обумовлені характеристики бюджетної політики обумовлюють виникнення трьох груп сценаріїв її реалізації в Україні. | uk |
| dc.description.abstract | The article is devoted to the improvement of methodical approaches to scenario modeling of the impact of budgetary policy on the Ukrainian economy. Its purpose is to improve the methodological principles of modeling the impact of budgetary policy on the development of the national economy, taking into account its instability. The object of this research is the budgetary policy of Ukraine, and the subject is the methodical principles for justifying its orientation. To achieve the scientific results such methods as comparison, analysis, synthesis, scenario modeling were used. The proposed methodological approach to the scenario modeling of the impact of budgetary policy on the economic development consists of the following stages: the evaluation of quantitative parameters of budgetary policy, the study of the anti-persistence of structurally determined characteristics of budgetary policy and density of the probability of their occurrence, construction of a network of interconnections between the characteristics of budgetary policy and macro indicators, the formation of scenarios for the implementation of budgetary policy and the assessment of the consequences of their implementation. The anti-persistence of structurally conditioned characteristics of budgetary policy has been proved by calculating the Hurst index. The influence of separate independent structurally conditioned indicators (transfer budget loading, ratio of budget deficit to GDP) on the development of the Ukrainian economy has been determined. The dependencies using for the scenario modeling of the impact of budgetary policy on the economic development in crisis conditions have been outlined. It is established that structurally conditioned characteristics of the budgetary policy cause the emergence of three groups of scenarios for its implementation in Ukraine. The proposed methodological approach to scenario modeling of the impact of budgetary policy can be transformed in connection with the change of laws in the transition to other stages of the economic cycle or adapted to the needs of budget management by the development of regional economies. | uk |
