The development of the volunteer movement in modern socio-political conditions is an important phenomenon that determines society’s ability to respond promptly to crisis situations, provide social support to vulnerable groups, and contribute to strengthening social capital. In the context of the growing number of emergencies, economic shocks, and transformations of social protection systems, volunteering serves as a flexible mechanism that complements state instruments, increasing the effectiveness of responses to challenges and the mobilization of civic resources. The scientific relevance of this topic lies in the need for a systematic analysis of the factors that stimulate or hinder the development of the volunteer movement: participants’ motivation, institutional support, digital coordination platforms, funding models, and legal regulation. Existing studies are more often focused on specific aspects (for example, volunteer motivation or management models), while comprehensive approaches integrating social, economic, and technological determinants of movement development in post-conflict and transitional societies remain insufficiently developed. The practical significance of the research lies in the possibility of developing recommendations for government authorities, public organizations, and international donors regarding the formation of policies to support volunteering, strengthen coordination infrastructure, and increase the sustainability of volunteer initiatives. The results may contribute to optimizing resource provision, creating standards of interaction between the state and civil society, and increasing the level of trust within society.
