У статті досліджено динаміку змін в ентропії, зосереджуючись на ентропійній перспективі переміщення бізнесу в рамках сталого розвитку. Акцентуючи увагу на сталих практиках та довгострокових цілях, для дослідження було використано глибокі інтерв'ю для отримання розуміння поглядів українських підприємств на виклики переміщення. У дослідженні розглянуто тонкощі переміщення крізь призму ентропії. Розкрито сутність ентропійних змін через розуміння складної взаємодії між інноваціями та стабільністю в бізнес-середовищі. Аналізуючи стратегічні рішення в сучасних умовах, дослідження виявляє патерни, що визначають успішні кейси щодо переміщення бізнесу за кордон. У статті розглянуті проблеми, з якими стикалися підприємці під час переїзду, та виокремлені нові можливості. Надаючи розуміння адаптивних стратегій, дослідження допомагає вченим, політикам і підприємствам орієнтуватися в невизначеності глобальних економічних змін. Воно буде корисним для стратегічного й успішного переміщення бізнесу за кордон, оскільки проведене на основі реальних опитувань. We attempted to find a correlation between costs and revenues of regulation body and number of NBFIs, which are regulated by NCSRFSM. The authors defined the main features of FinTech platforms underlining types of FinTech, its participants and the most influential factors. The main trends of FinTech platforms development in the EU countries, such as the level of investment, impact of EU FinTech platforms on the global scale, features of investments into B2B FinTech, were determined. It was considered that in Ukraine, some positive changes in legislation were adopted, but the challenges like lack of finance, slow adoption of innovations in the financial market, not sufficient clarity of legislation remain among the main constraints for further development of FinTech platforms in Ukraine. The conducted analysis on the level of FinTech types performance by Ukrainian platforms showed only the great share of digital payments and money transfers, while other modern innovative FinTech instruments should not be underestimated for proper FinTech application in Ukraine. For this purpose, the authors have developed the Information Platform on Support for SMEs’ Innovations that consolidates interests of both SMEs and scientists. To determine both the SMEs’ opinion about the necessity of a particular Internet platform for them and the types of services that could be provided by the sme-sci.com platform, the authors conducted a survey in which 374 medium-sized and 380 small businesses took part. The results of the survey that are presented in the article confirm the necessity of the Information Platform on Support for SMEs’ Innovations and demand for it from the SMEs. The study aims to identify regional stakeholders’ emergency responses in reaction to the russian war in Ukraine associated with business relocations and their impact on the host region. Employing qualitative research methods, including focus group discussions and in-depth semi-structured interviews with 25 informants (representatives of departments of economic development of regional authorities and administrators of regional development agencies), the study was conducted between March and May 2023. The findings reveal a diverse range of relocation strategies, with a significant inclination toward safer western and central regions of Ukraine, which accounted for more than 70% of displaced businesses. The notable share of relocated companies are wholesale and retail trade companies and the processing industry companies – 40% and 32%, respectively. It is assumed that not capital-intensive companies were relocated first. The support from regional stakeholders played a crucial role in mitigating business challenges related to relocation (communication difficulties, market loss, supply chain disruptions, and employee relocation issues, providing comprehensive assistance, and facilitating integration into the new socio-economic environment). The study acknowledges potential biases in responses and emphasizes the importance of correctly interpreting results. In conditions of reduced banking lending and difficult access to finance for SMEs, ICO is viewed to be one of the possible ways to access capital. It considers the main advantages and disadvantages of ICO performance, including its typical features, challenges and regulatory approaches to tax regulation, cybersecurity. The authors of the article determine stages of the ICO mechanism, identifying potential risks and ways to mitigate them, focusing primarily on the need to control and regulate ICO projects. The authors identify the main types of ICO funding, including hybrid and pure funding. The research contains an analysis of ICO trends and their duration for the period of 2013-2017. The capital raised through ICO performance over the period of 2013-2017 is analysed, and determination of the exponential trend line showing the level of its approximation is determined. The study covers the territorial distribution of ICO, in which the top positions regarding the amount of capital raised by ICO are attributed to the USA and EU member states. The existence of ICO regulation in European countries, such as Switzerland and UK, was defined positive in terms of further development of the relevant regulation in the financial market. The article considers the best ICO practices in EU member states. To mitigate risks relating to ICO performance and to increase the level of investment, it would be reasonable to create regulatory rules in every country where cases of ICO performance are reported, based on the practice of the mentioned European countries. The article reveals the risks and consequences of using distorted data flows for different business pro-cesses within organizations. Effects of information asymmetry on busi-ness were proven through conducted research in order to analyze prob-lems of undertaking research activities of different educational institu-tions and underline features of doing business by SMEs. Innovation vouchers are financial instruments that perform a number of functions for the development of SMEs. They can stimulate its cooperation between research institutes or universities in the development of innovations and implementation of innovative solutions. It can become an alternative more effective tool for the use of public funds. Innovation vouchers formed the basis of financial support for the implementation of the development strategy of the region in the context of smart specialization. In the countries of the Eastern Partnership, such tools are only part of the practice, while the OECD countries have been actively using them for more than 10 years. In this regard, it was decided to analyze existing SME support programs using innovation vouchers in OECD countries and to give practical recommendations for the implementation of foreign experience in the development of SME support policies in the Eastern Partnership countries. The main method of research is the analytical method. A critical analysis of the scientific literature and policy documents helped form the concept of the use of innovation vouchers by SMEs. The study analyzed 47 programs to support SMEs with innovation vouchers, which operated for 12 years (from 2008 to 2020). Both quantitative indicators (total value of the program with innovation vouchers, maximum voucher value, etc.) and qualitative data (target group, directions of innovation financing) were taken into account. Classification features of innovation vouchers, their target audience, distribution of programs among target group participants (SMEs, companies of different ages, universities, state research institutes, microbusinesses, incubators, gas pedals, science parks, etc.), cost of vouchers, validity of innovation vouchers were determined. The main conclusion may be that when introducing innovation vouchers as tools to support micro-, small- and medium-sized businesses, it must be taken into account that the circle of knowledge providers must be broad (it may include private and public research organizations, universities, and other relevant types of providers). The requirement for co-financing needs to be met as well in order to reduce the risks of inefficient use of funds. In addition, support for innovative enterprises should be broadcast at all levels: local and national. Facing the new changes (development of digital technologies, COVID-19, smart specialization) the search for optimal tools of communication with investors becomes a priority for all key stakeholders of the investment process (business, academia, civil society, local authorities). The aim of the article is to identify effective communication tools for business and develop recommendations for their use in the context of smart specialization. Subject of research: investor relations of large, medium and small companies in the context of smart specialization. The main research methods are systemic (to build a system of investor relations tools) and analytical (to determine the IR tools among the studied companies; to analyze the tools of investor relations by using social media). As a result of the study, it is determined that the promotion of the Ukrainian companies through social networks is inactive (Facebook – 13%, Instagram and Twitter – 4%, YouTube – 5% and LinkedIn – 1%). More than half of the surveyed companies indicate that the most common investor relations tools are news releases and presentations (71.4%), answers to questions (61.1%) and annual reports (52.7%). In this article, smart specialization is considered as a common tool for communication between key stakeholders. It was determined that in the conditions of COVID-19, they used the following tools: online dialogues, online conferences, online sessions, online workshops, online presentations, world cafes, annual lectures, online consultations, webinars (partner webinars). This study set out to explore investor relations tools in the context of smart specialization. In addition, such global tendencies were revealed as: IR boosting startups’ transformation into large companies; increasing both the investors’ interest to the companies and the requirements to corporate transparency promote using of IR tools; investor meetings via online platforms; impact of regional specifics on choosing IR tools of different companies. The results of the investigation show that Ukrainian companies have different IR politics. The main reasons why they use IR tools actively are their own internal requirements to the quality management and the need in external funding. The structure of investment potential for SMEs was defined underlining their main characteristic features. It was revealed that the SME investment potential depends on factors of business environment measured by indicators of Annual Doing Business Reports developed by World Bank Group. The methodology for assessing the impact of business environment factors on the SMEs investment potential was developed. This methodology is based on the algorithm of machine learning, which can be used to design a model for forecasting the investment potential of SMEs. This model allows to determine the degree of influence of parameters on the formation of the SMEs investment potential. It is recommended to use computer language Python for optimization of time and human resources. It provides the opportunity to study the effects of the main drivers (both enhancement and reduction) of SMEs investment potential aimed at its improvement. It is proved that multi-channel marketing differs from multi-channel communications and is a modern and global technology of integration of all components of the marketing complex in the process of interaction with the consumer. It is substantiated that the level of possession of mobile devices in Ukraine and their penetration among the population creates a background for widespread using of Internet channels by service providers. The special relevance of the use of multi-channel marketing takes on the market of banking services because it allows personalizing the contact with the consumer and take into account his or her requirements in terms of access points and convenient time. The data about the increase of non-contact payments in the domestic market and stability of this trend has been displayed in this article. At the same time, the reduction of traditional branches of banks is not always justified, as the consumer must have their own choice as to the convenience of using one or another channel. The expert assessment proved that despite the high cost of maintaining the liaison office has relatively high efficiency among the clients of advanced age. Therefore, against the background of reduction of unprofitable branches, there should be processes of modernization of those that remain on the market from the point of view of conversion into financial service centers. The article proposes a method of constructing a system of multi-channel marketing of a banking institution, which consists of four stages: analysis of large amounts of data on consumer behavior, their preferences regarding the ways and means of connecting to banking services, products and services, the volume, timing and regularity of provision; segmentation of the market and the definition of target segments depending on the level of ownership of mobile devices and information technology, age, income and social activity; optimization of the set of channels from the point of view of maximization of profit and minimization of expenses for their maintenance in the context of each target segment; evaluate the effectiveness of multi-channel interaction and adjustment of the configuration of the channels. It is proved that the main feature of segmentation of consumers in the construction of multi-channel marketing should be the /eve/ of ownership and frequency of use of electronic devices. The results of the study may be useful for banking institutions that are hying to build a system of multi-channel marketing. Узагальнено теоретичні підходи щодо змісту поняття мультиканальний маркетинг. Доведено, що мультиканальний маркетинг відрізняється від мультиканальних комунікацій і є сучасною глобальною технологією інтегрування всіх складових комплексу маркетингу в процесі взаємодії зі споживачем. Особливої актуальності застосування мультиканального маркетингу набуває на ринку банківських послуг, оскільки дозволяє персоніфікувати контакт із споживачем і врахувати його вимоги з точки зору точок доступу і зручного часу. Разом з тим, мультиканальний маркетинг передбачає оптимізацію набору каналів, щодо їх застосування на різні сегменти ринку. Експертні оцінки довели, що незважаючи на високі витрати на утримання контактні відділення мають ще достатньо високу ефективність серед клієнтів похилого віку. Тому на тлі скорочення збиткових відділень мають відбуватися процеси осучаснення тих, що залишаються на ринку з точки зору перепрофілювання в центри надання фінансових послуг.В статті запропоновано методику побудови системи мультиканального маркетингу банківської установи, яка складається з чотирьох етапів: аналіз великих масивів даних про поведінку споживачів, їх переваги відносно способів і засобів підключення до банківських сервісів, продуктів і послуг, обсягів, термінів та регулярності надання; сегментування ринку і визначення цільових сегментів залежно від рівня володіння мобільними пристроями і інформаційними технологіями, віку, рівня доходу і соціальної активності; оптимізація набору каналів з точки зору максимізації прибутку і мінімізації витрат на їх утримання в розрізі кожного цільового сегменту; оцінка ефективності мультиканальної взаємодії і корегування конфігурації каналів. Обґрунтовується, що головною ознакою сегментування споживачів при побудові мультиканального маркетингу має бути рівень володіння і частота використання електронних пристроїв. Since period of the Budget Code adoption, the percentage of the personal income tax paid from salaries to the different levels of budgets has changed three times. However, the methodic of such distribution is not clear. The authors suggest approach of analyzing the logic of the personal income tax distribution on the game theory basis. They consider different ways of making decisions and prove that in all of the analyzed cases the winner was the central government of Ukraine. Such behavior of the central government in making decisions does not meet the goals of the fiscal decentralization reform. The main reason of such situation is that the decisions are made by the state government, but not by the local communities or their representatives. Besides, it is difficult to distribute the expenditures among different types of budgets according to the Governments’ competences. The authors suggest some recommendation of the personal income tax distribution in order to ensure benefits for all participants of the game: communities, local governments and central government. It involves identifying priority sectors of the local economy with the involvement of key stakeholders. Currently, statistics on the development of regions are presented in terms of large business, small and medium. In this context, the generally accepted methodology from the Joint Research Center of the European Commission has limited application. Because it does not take into account the performance of microbusiness (individual entrepreneurs). For countries with economies in transition, this is critical, as they reach 80% of the business structure. Therefore, considering their voice is also necessary. Our approach involves a combination of quantitative (assessment of innovation and economic potential of the region) and qualitative (survey of microbusiness representatives) methods to identify priority areas of SMART specialization. Approbation of the offered method was carried out on the example of the Mykolaiv region which is in the south of Ukraine. The results of the study have shown that the innovation of micro- enterprises is at a low level. The methodological approach, combining a rigorous Secondary Data Review with advanced analytical tools like DEEP software, provides a robust framework for understanding the diverse strategies Ukrainian regions have employed to support SMEs amidst war. The methodology ensures a comprehensive, accurate, and ethically sound analysis, contributing valuable insights into economic resilience in conflict zones. As a result, in different regions were identified own particularities of resilience and adaptation strategies. In Chernivtsi, the focus is on environmental sustainability and employment opportunities, as seen in initiatives like "Green Plastic". The State Employment Service has significantly aided internally displaced people (IDPs), with compensation programs for employers. Chernihiv's recovery efforts center on financial aid for damaged businesses, with the regional budget providing partial reimbursements. Cherkasy highlights the role of international cooperation, with USAID's substantial grant to Aramis, a local company, enhancing its production capabilities and bolstering the region’s manufacturing sector. Dnipropetrovska offers insights into grant competition for SMEs, supported by EU and Germany, and IDPs’ access to micro-business grants. Ivano-Frankivska's "Warm City Grants" program demonstrates increased co-financing for participants, emphasizing support for micro and small business entities. Kharkivska reveals a shift in business activities towards military needs, while Khersonska focuses on grant assistance for small businesses affected by the invasion. In Kyivska, numerous initiatives, such as the "eRobota" program, training for business owners, and the launch of a training program with Google, support the burgeoning entrepreneurial spirit despite challenges. Lvivska's investment in logistics and a targeted regional program for relocated enterprises are notable, as is Luhanska's struggle with its coal industry in the face of war. The practical implications of this study provide actionable insights for policymakers and stakeholders, guiding effective support strategies for SMEs in conflict-affected regions. Value/originality. Each region displays unique strategies and programs to combat the economic fallout of the war. This includes support for IDPs, revitalization of damaged businesses, and fostering new entrepreneurial ventures. The findings underscore the critical role of governmental and international support in sustaining and reviving economies in war-affected areas. The study concludes that despite the severe challenges posed by the war, the resilience and adaptability of Ukrainian regions are evident in their diverse approaches to economic recovery and support for IDPs and SMEs.
