Abstract
Розкрито зміст та характер функціонування сучасної комплементарної моделі фінансування локального інноваційного розвитку у столичному регіоні Швеції. Обґрунтовано переваги поєднання наднаціональних, державних та локальних інструментів фінансової підтримки інноваційно-активних компаній. Визначено критерії забезпечення мультиплікативного ефекту стимулювання інвестицій в інноваційну діяльність в результаті поєднання різнорівневих джерел інвестування в ЄС.
Content and character of the modern local innovation financing complementary model in the capital metropolitan region of Sweden has been disclosed. Swedish national and regional innovation systems’ institutional setup has been uncovered. The roles and functions of regulatory bodies, public and private actors, academic and business beneficiaries have been defined. The uniqueness of the model lies in the interaction between supranational thematic programs, EU structural funds, national resources and regional/local sources of innovative development funding. Major principle of complementarity presupposes matching of public R&D expenditures with at least an equal sum of the beneficiaries’ investments. The advantages of combining the resources of national and local financial support tools for innovation-active companies are justified. Synergies between various supranational financial instruments, which allow combining different sources to facilitate one project (or interconnected projects) have been considered. The criteria for ensuring the multiplicative effect of stimulating investment in innovation business-activity as a result of a combination of different levels of investment in the EU have been identified. A number of national, regional and local cases of successful collaborative R&D investment projects in Sweden have been analyzed. Features of the local innovation system of Stockholm region have been studied. There is no special institution responsible for local innovation development in Stockholm region. The overall governance of regional development in the capital region of Sweden is performed by the County Administrative Board of Stockholm and the Stockholm County Council. A number of local higher educational establishments, science parks, business incubators non-profit organizations as well as large Swedish multinationals are involved in the development of Stockholm local innovation system. Priority dimensions of local clusters’ specialization are biotechnology, ICT, creative sectors (cinema production, fashion and design industries) and green technologies. Based on the composite EU regional innovation index Stockholm region is ranked among the top best performing innovative regions of the European Union.
