Abstract
International negotiations have become an integral factor in international relations and, in some cases, have acquired a permanent or long-term nature, reflecting their increasing role in ensuring international stability and resolving transboundary issues and disputes. Rapid technological advancements have had and will continue to have a decisive impact on the development and stability of international and national systems. Therefore, negotiation processes and resulting agreements must have sufficient flexibility to address not only current and urgent conflicts but also technological and other changes and unexpected events. As such, they should be not only reactive but also anticipatory.
