| dc.description.abstract | Визначено сутність і види соціальної допомоги. Здійснено узагальнення та типологізацію основних соціальних допомог відповідно до законодавства України. Проаналізовано структурно-динамічні особливості виплати соціальних допомог за принципом їх призначення та джерелами фінансування в рамках національної соціальної політики. Запропоновано напрями удосконалення чинної системи соціальної допомоги в Україні у контексті забезпечення її соціально-економічної ефективності, від- повідності фінансовим можливостям, стримування утриманських настроїв та детінізації доходів населення в Україні. | uk |
| dc.description.abstract | The purpose of the article is to study the system of social assistance in Ukraine in the context of its socio-economic efficiency, accordance to financial opportunities, curbing welfare mentality and legalization of incomes in Ukraine. Originality of the research is to study the system of social assistance within a national social policy. The practical value of the results is the structure of allocation and payment of social benefits in Ukraine invariably dominated social care insurance. Prospects for further scientific studies are further monitoring manifestations of discrimination on the national labor market in the context of European trends and experiences of overcoming. The predominance of categorical social assistance in Ukraine causes poor targeting of appropriate social benefits, because her subjects are receiving citizens who belong to certain categories of the population regardless of their level of income. A growing share of targeted social assistance in Ukraine in 2015 was mainly due to a substantial increase in subsidies. Increase in the share of targeted social assistance in Ukraine did not ensure the growth of their social and economic efficiency. Liberalization of the appointment of subsidies in Ukraine stimulates the spread of welfare mentality, shadow income and does not meet the financial possibilities of the state budget. Address the principle of social assistance to needy families also does not provide the proper level of social efficiency. Ukraine has matured the need to reform social assistance system towards minimizing categorical social benefits while viewing conditions and the procedure for the appointment of targeted social assistance towards the legalization of income and budget compliance capabilities. Prospect for further scientific studie is justification areas of transformation of the national social assistance system, taking into account European experience. | uk |
