| dc.description.abstract | Стаття присвячена висвітленню проблем і стану сучасної системи надання соціальних послуг особам з інвалідністю, досліджується чинне законодавство та висвітлюються шляхи його удосконалення. Звертається увага на те що в Україні загальна чисельність осіб з інвалідністю з кожним роком зростає, що обумовлено зокрема подіями, пов’язаними з війною. Зазначається, що в нашій державі склалася певна система соціальних надання соціальних послуг особам з інвалідністю, однак сучасні виклики, пов’язані з війною потребують зміни її усталеної моделі у напрямку удосконалення законодавства, яке має належним чином врегулювати механізм реабілітації та адаптації осіб з інвалідністю до нормального життя, їх навчання, працевлаштування та соціального захисту і супроводу. В цьому аспекті вказується на необхідність розвивати освітнє законодавство у напрямі розвитку програм перекваліфікації та перепідготовки інвалідів війни, навчання їх новим навичкам і професіям, окремо готувати спеціальних педагогів та психологів у цій сфері. Для захисту прав людей з інвалідністю першочерговим є потреба у розширенні соціальних послуг, приділенні особливої уваги реабілітаційним заходам для осіб, які отримали інвалідність в наслідок війни. Робиться висновок, про те, що необхідно вдосконалювати механізми здійснення соціального супроводу сімей (осіб), які перебувають у складних життєвих обставинах. Слід змінити підходи й діяльності публічної адміністрації у цій сфері, на принципи децентралізації та демонополізації соціальних послуг. Доводиться, що необхідно збільшити залучення приватного сектору до організації та надання соціальних послуг. При цьому слід удосконалити нормативно-правове регулювання правових засад взаємодії органів публічної адміністрації і приватного сектору у сфері надання соціальних послуг, координації їх діяльності, врегулювати правовий статус громадських об'єднань та їх представників, які здійснюють діяльність із надання соціальних послуг. The article is devoted to highlighting the problems and the state of the modern system of providing social services to persons with disabilities, the current legislation is examined and ways of its improvement are highlighted. Attention is drawn to the fact that the total number of persons with disabilities in Ukraine is increasing every year, which is due in particular to events related to the war. It is noted that a certain system of social provision of social services to persons with disabilities has developed in our country, however, modern challenges related to war require changes to its established model in the direction of improving the legislation, which should properly regulate the mechanism of rehabilitation and adaptation of persons with disabilities to normal life, their education, employment and social protection and support. In this aspect, it is pointed out the need to develop educational legislation in the direction of developing retraining and retraining programs for war disabled people, training them in new skills and professions, separately training special teachers and psychologists in this field. In order to protect the rights of people with disabilities, the need to expand social services and to pay special attention to rehabilitation measures for persons who received disabilities as a result of the war is of primary importance. It is concluded that it is necessary to improve the mechanisms of social support of families (persons) who are in difficult life circumstances. It is necessary to change the approaches and activities of the public administration in this area, to the principles of decentralization and demonopolization of social services. It is proven that it is necessary to increase the involvement of the private sector in the organization and provision of social services. At the same time, it is necessary to improve the regulatory and legal regulation of the legal bases of interaction between public administration bodies and the private sector in the field of providing social services, coordination of their activities, and to regulate the legal status of public associations and their representatives who carry out activities in the provision of social services. | |
