Abstract
ходження ПІІ у сфери корейської економіки, ролі державних урядових організацій у залученні ПІІ в економіку
країни, «брендингу» Південної Кореї в глобальному інвестиційному середовищі, корейського практичного
досвіду для реалізації інвестиційних проектів в Україні. На прикладі державної компанії «KOTRA» проаналізовано роль державної підтримки в залученні прямих іноземних інвестицій в економіку Південної Кореї,
а також визначено її допомогу в процесі реалізації спільних інвестиційних проектів під час побудови бізнес-діалогу з глобальними інвесторами. Значна увага приділена основним проблемам та викликам, що постали перед українським урядом, а саме: покращення інвестиційного клімату та бізнес-середовища, гарантій
для інвесторів та захисту інвестицій на державному рівні в процесі їх залучення в економіку країни, державної підтримки вітчизняних компаній в реалізації спільних інвестиційних проектів з іноземними партнерами.
The article is devoted to the investigation of the investments projects mechanisms of realization and the specific
features of the foreign direct investment attraction in the spheres of the South Korean economy; the role of the
Government
organizations in the FDI attraction to the country’s economy; South Korean «branding» in the global
investments environment; Korean’s practical experience for investments projects realization in Ukraine. Korean
government has significantly deregulated and opened up the country’s investment market to foreign investors, launching
a wide range of programs and efforts to attract foreign direct investments. In the early days, much of the policy
focused on expanding the absolute quantity of capital resources from overseas by providing incentives proportional
to the amount of the investments. Korean’s foreign investment policies have gradually evolved toward qualitative
growth, particularly with respect to high-value-added industries that can enhance the global competitiveness and
potential of the Korean economy and create more new job places. Korean policymakers are striving to make Korea one of the top 10 destinations of foreign investment in the world. With the challenges, which have happened with the
global economy in the first part of 2020 year, for our country foreign direct investments will play a very important role
in the long term national economy recovery after the world crisis. Using Korean’s practical experience, Ukrainian Government
must show to the international investors, that our country has a favorable investment climate, has regulated
investment policy, make efforts for foreign investments protection, simplify taxation for foreign companies/measures
of tax stimulation, to reduce investment risks in the country (inflation, budget deficit, fight against corruption), to stop
war in Donbass region, support foreign investors with the organizational issues solve. It is obviously, that Ukrainian
Government must understand: without foreign direct investments to Ukraine there is no economic growth. With total
amount in 2019 year, near 2.4 billion of USD of foreign investments, it is not enough level of attracted investments
for re-innovation and economy growth in our country. Also, we must point, that Korean Government structures, like
«KOTRA», since its established, has played a crucial role in the attracting of foreign direct investments to Korean
economy during the last 50 years. Nowadays, «KOTRA» continues to find and support foreign projects for Korean
companies on the global level with a huge success. That’s why, Korean experience in investment projects realization
is too valuable for Ukrainian government, non-government and private structures. Summarizing of this article, it is
important to understand, that without foreign direct investments and investment projects, it is impossible: to implement
the different mechanisms of Ukrainian’s economy industrialization, to conduct reforms in the economy, to give
for local citizens better living conditions, to improve the technological level of manufacturing and competitiveness of
domestic products in both internal and external markets.
Статья посвящена исследованию механизмов реализации инвестиционных проектов и особенностей
привлечения ПИИ в сферы корейской экономики. Описана роль государственных организаций в привлечении ПИИ в экономику страны, «брендинга» Южной Кореи в глобальной инвестиционной среде, корейского
практического опыта для реализации инвестиционных проектов в Украине. На примере государственной компании «KOTRA» проанализирована роль государственной поддержки в привлечении прямых иностранных инвестиций в экономику Южной Кореи, а также показано её содействие в процесе реализации
совместных инвестиционных проектов при построении бизнес-диалога с глобальными инвесторами.
Уделено внимание основным проблемам и вызовам, которые стоят перед украинским правительством
относительно улучшения инвестиционного климата и бизнес-среды, гарантий для инвесторов и защиты инвестиций на государственном уровне в процессе их привлечения в экономику страны, а также государственной поддержки отечественных компаний в реализации совместных инвестиционных проектов
с иностранными партнерами.
