Abstract
У статті досліджено стан інвестиційної привабливості України. Проаналізовано динаміку надходження іноземних інвестицій та динаміку індексу інвестиційної привабливості, ідентифіковано чинники, які впливають на їх скорочення. Розглянуто країни з яких надходить найбільший обсяг іноземних інвестицій, визначено чинники впливу офшорних зон, як іноземних інвесторів. Проаналізовано динаміку, а також структуру іноземних інвестицій за видами економічної діяльності. Зроблено висновок, що війна негативно вплинула на інвестиційний клімат в Україні. Розглянуто дії та рішення уряду, спрямовані на поліпшення інвестиційної привабливості країни в умовах конфлікту. На основі даного дослідження визначено та детально проаналізовано перспективні галузі для інвестування: інноваційні технології, будівництво, оборонна промисловість, металургія та металообробка, сільське господарство, електроенергетика, фармацевтика, природні ресурси, логістика та інфраструктура, меблева та деревообробна, промисловість.
The article examines the state of investment attractiveness of the country. Investment attractiveness is the main indicator of how efficiently a country's economy is operating. Investments are of great importance for sustainable economic development and stability of the country. The article analyses the unstable dynamics of foreign investment. The crisis and political factors of fluctuations in direct investment are identified. In the context of Russia's full-scale military aggression, the issues of attracting investment and ensuring investment attractiveness are becoming more acute, and investment risks are becoming more acute. It was found that the war has led to a decrease in the country's investment attractiveness, with an investment attractiveness index of 2.17 out of 5 possible points. The countries from which the largest amount of foreign investment comes were considered, and they turned out to be countries with offshore zones. This is a big problem for the country's economy. The article reveals the peculiarities of the dynamics of Russian investments in the Ukrainian economy. It is determined that the agricultural sector has a positive dynamics of foreign investment in the conditions of war. It is noted that industry remains the leading sector of investment. The actions and decisions of the government aimed at improving the country's investment attractiveness in the context of the conflict are considered. For example, lowering the bar for investors from 20 euros to 12 euros, introducing new areas for investment projects, particularly in the IT sector, and expanding state support for investment projects. Despite the ongoing hostilities, Ukraine and its allies are developing a plan to restore the occupied territories. The plan covers both short-term and long-term measures. Based on this study, promising sectors for investment have been identified and analysed in detail: innovative technologies, construction, defence, metallurgy and metalworking, agriculture, electricity, pharmaceuticals, natural resources, logistics and infrastructure, furniture and woodworking, and manufacturing.
