Abstract
У статті здійснено комплексне дослідження митної логістики як специфічної сфери логістичної діяльності у системі зовнішньоекономічної діяльності підприємств. Актуальність теми зумовлена поглибленням євроінтеграційних процесів, наслідками повномасштабного воєнного вторгнення та трансформацією глобальних логістичних ланцюгів. Систематизовано наукові підходи вітчизняних і зарубіжних учених до визначення поняття "митна логістика" та запропоновано авторське трактування, що грунтується на балансі інтересів митних органів і суб'єктів ЗЕД. Розкрито об'єктно-предметне поле, ключові функції (тарифно-регулюючу, інформаційно-аналітичну, контрольно-пропускну, фінансово-економічну) та чинники розвитку митної логістики. Проаналізовано систему управління митними ризиками на стратегічному, тактичному й оперативному рівнях, а також практичну реалізацію ризик-орієнтованого підходу та інституту авторизованого економічного оператора. Окреслено специфіку митної логістики в умовах воєнного стану та впровадження режиму спільного транзиту. Сформульовано практичні рекомендації щодо вдосконалення митно-логістичних процесів: автоматизація аналізу ризиків, профілювання учасників ЗЕД, цифровізація процедур та посилення міждержавної інформаційної співпраці.
The article presents a comprehensive study of customs logistics as a specific sphere of logistics activity within the system of foreign economic activity of enterprises. The relevance of the research is determined by the deepening of European integration processes, the consequences of the full-scale military invasion of Ukraine, and the transformation of global logistics chains caused by geopolitical instability in key transport and trade regions of the world.
The purpose of the article is to systematize theoretical approaches to defining the concept of "customs logistics", to reveal its functions and role in foreign economic activity, to investigate customs risk management mechanisms, and to substantiate directions for improving customs logistics processes in Ukraine. The methodological basis includes systematic analysis, scientific generalization, comparative analysis, and a structural-functional approach.
Based on the systematization of scholarly views, the authors propose an original definition of customs logistics as scientific and practical activity aimed at the effective regulation of integrated goods, information, and financial flows in the process of crossing the customs border, grounded in the balance of interests between customs authorities and economic operators. The object-subject field, key functions (tariff-regulating, informational-analytical, control, and financial-economic), and development factors are revealed.
Particular attention is paid to the customs risk management system at the strategic, tactical, and operational levels, the implementation of the risk-based approach, digital transformation of customs procedures, and the Authorised Economic Operator (AEO) institution. The specifics of customs logistics under martial law and the introduction of the Common Transit regime and the National Electronic Transit System (NCTS) are outlined.
A set of practical recommendations is formulated, including the introduction of automated risk analysis systems, profiling of foreign trade participants, digitalization of procedures, joint border checkpoints with EU countries, and unification of the customs tariff.
