Abstract
У дослідженні проаналізовано стратегічні комунікації у безпековій політиці держави в умовах зростання гібридних загроз та інформаційних викликів. Обґрунтовано оборонну та консолідуючу роль стратегічних комунікацій в умовах військового та інформаційного протистояння. Здійснено аналіз складових, принципів формування та нормативно-правового забезпечення стратегічних комунікацій в Україні. Визначено основні переваги та проблеми практичної реалізації стратегічних комунікацій в умовах війни. Авторські висновки та пропозиції щодо подальшого розвитку стратегічних комунікацій, необхідності розробки ефективноїкомунікаційної стратегії базуються на вивченні сучасних моделей стратегічних безпекових комунікацій українах ЄС та НАТО.
The study analyzed strategic communication in the state security policy in the context of growing hybrid threats and information challenges. The directions of their further development were proposed, taking into account Ukrainian realities and the practice of EU countries. The analysis of approaches to the interpretation of the essence of strategic communication has led to the proposal to consider this category from three perspectives: as an instrument for achieving the goals of the state policy, as a set of measures of public administration bodies, and as a process of interaction between the authorities and the public to prevent destabilization of society and ensure national security. The defensive and consolidating role of strategic communication in the context of military and information confrontation was justified. The components, principles of formation and regulatory and legal support of strategic communication in Ukraine were analyzed. It was noted that strategic communication should be built taking into account the priples of purposefulness and relevance, reliability and accessibility of information, systematic and flexibility, evaluation of results and control of changes, inclusion and ethics. The main advantages and problems of practical implementation of strategic communication in wartime were identified. The author’s conclusions and suggestions for improvement are based on the study of current models of strategic safety communication in the EU and NATO. Attention wasfocused on the need to develop structures that ensure strategic communication, increase the level of media literacy of the population, and strengthen cooperation with EU and NATO countries in planning joint projects aimed at combating disinformation and hostile propaganda. To ensure the correct approach to strategic communication in the security sector while maintaining the reputation and credibility of public administration, it was proposed to develop an effective communication strategy in the context of hybrid warfare, to ensure its continuous improvement and adaptation to current changes and challenges.
