Abstract
У статті розглядаються актуальні питання дослідження та вирішення соціально-трудових конфліктів на засадах діалогу та соціальної відповідальності, що ідентично самій філософії та ідеології соціального партнерства, узгоджується з кращою світовою практикою консолідованого розв’язання протиріч у соціально-трудовій сфері. Розглянуто конструкт соціально-трудового конфлікту як багатоаспектного феномену суспільної життєдіяльності. Аргументовано потенціал соціального діалогу як інституту узгодження неспівпадаючих інтересів сторін і суб’єктів соціально-трудових відносин та опрацювання взаємних зобов’язань. Підтверджено гіпотезу, що соціальне партнерство може і повинне поставати платформою, організаційним механізмом та соціальним інститутом посилення індивідуальної відповідальності суб’єктів відносин у сфері праці, інтеграції останньої в якісно нову – спільну, загальну, консолідовану відповідальність.
The article discusses pressing issues regarding the study and resolution of social and labor conflicts on the basis of dialogue and social responsibility, which is identical to the very philosophy and ideology of social partnership, and is consistent with the best international practice of consolidated resolution of contradictions in the social and labor sphere. Argumentation of social and labor development contradictions as objective prerequisites for conflicts with destructive and constructive consequences has been given. The construct of social and labor conflict as a multidimensional phenomenon of social life has been studied. The author's understanding of social and labor conflict's object and subject has been highlighted. The article reveals new facets of social and labor conflicts’ nature, causes of their reproduction and diversification through the prism of philosophy of formation and consequences of the new (digital) economy functioning, emergence of the new (ab)normality phenomenon. Attention is focused on new social and labor risks generated by digitalization, consequences of military aggression, climate cataclysms, permanent manifestation of the coronavirus pandemic, and growth of political instability in the world. The author defend the position that social and labor conflicts should be considered as a process of development of interaction between the subjects of social and labor relations, harmonization of interests and coordination of actions on the basis of partnership and socially responsible activities. Social dialogue’s potential as an institute for reconciling the divergent interests of the parties and subjects of social and labor relations and elaboration of mutual obligations has been argued. It is confirmed that social partnership can and should serve as a platform, organizational mechanism and social institute for strengthening individual responsibility of relations subjects in the field of labor, and integrating the latter into a qualitatively new one – joint, common, consolidated responsibility. It has been proven that consolidated solutions that "work" for social quality and human development should become a vector of social consensus in the new socio-economic reality.
