Abstract
The study examines the planning of humanitarian aid as a complex, multi-level, and dynamic management process essential for effective crisis response. The analysis demonstrates that humanitarian planning relies on accurate needs assessment, adherence to humanitarian principles, coordination among state institutions, international organizations, local authorities, NGOs, and volunteers, as well as continuous monitoring and adaptation to rapidly changing conditions. The research highlights that misjudging needs, overlooking logistical constraints, or lacking coordination leads to inefficiencies and resource losses. Humanitarian principles—humanity, impartiality, neutrality, independence, transparency, and timeliness—serve as practical guidelines that ensure legitimacy, equity, and public trust. Scenario planning, risk-oriented thinking, and the integration of digital technologies enhance system resilience and enable more precise decision-making. The findings confirm that effective humanitarian aid planning transforms fragmented actions into a coherent and adaptive support system capable of preserving lives, optimizing resources, and maintaining stability amid crises.
