| dc.description.abstract | В рамках Національної транспортної стратегії України на період до 2030 року, схваленої розпорядженням Кабінету Міністрів України від 30 травня 2018 р. № 430-р. та відповідно до розпорядження Кабінет Міністрів України від 18.03.2024 № 244-р «Про схвалення Плану України» з метою реалізації ініціативи Європейського Союзу «Ukraine Facility» потреба АТ «Укрзалізниця» у електровозах до 2033 року складе до 250 одиниць. Одним із важливих поточних завдань АТ «Укрзалізниця є оновлення парку електровозів. Оскільки, товариство продовжує перевозити важливі вантажі (в тому числі гуманітарні та військові), необхідні для продовження захисту країни, та зважаючи на те, що АТ «Укрзалізниця» буде задіяна у післявоєнній відбудові країни, вкрай важливо підтримати оновлення парку магістральних електровозів. Для реалізації вищезазначеного завдання передбачається залучити кошти позики Європейського банку реконструкції та розвитку у розмірі 300 млн євро під гарантію України. Реалізація проєкту дозволить частково оновити парк електровозів подвійного живлення (до 50 одиниць). Крім того, у рамках спільного із Світовим банком проєкту RELINC АТ «Укрзалізниця» планується придбати до 30 електровозів. Це дасть можливість забезпечити логістичну спроможність та безперебійність роботи залізничної галузі для задоволення транспортної потреби держави та населення. У статті висвітлено та проаналізовано одну із методології оцінки та відбору комерційних пропозицій із закупівлі електровозів для потреб товариства. Представлено двофакторну систему оцінки, що враховує цінові та технічні параметри електровозів з превалюючим акцентом на технічну оцінку предмету закупівлі. Аналізуючи сучасні потреби ключової компанії на ринку вантажних залізних перевезень, постає питання не лише у залученні фінансування для оновлення парку електровозів, а й створення ефективної системи оцінки та відбору переможців тендеру для найкращого використання коштів як для товариства, так і для країни в цілому. Більш того, закупівля нових електровозів дозволить зменшити шкідливий вплив на навколишнє природне середовище за рахунок зниження рівня шумів та викидів продуктів згорання дизельного палива в атмосферне повітря, а також експлуатаційні витрати у порівнянні зі старими електровозами. As part of the National Transport Strategy of Ukraine for the period up to 2030, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 430-r dated May 30, 2018, and in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 244-r dated 18.03.2024 «On Approval of the Plan of Ukraine» in order to implement the Ukraine Facility initiative of the European Union, the need for electric locomotives of JSC «Ukrainian Railways» will be up to 250 units by 2033. Renewal of the electric locomotive fleet is one of the most important current tasks of JSC «Ukrainian Railways». Taking into account the fact that the company continues to transport important cargo that is necessary for the continued defense of the country and given that Ukrainian Railways will be involved in the post-war reconstruction of the country, it is extremely important to support the renewal of the fleet of mainline electric locomotives. To implement the aforementioned task, it is planned to attract a loan from the European Bank for Reconstruction and Development in the amount of EUR 300 million under the guarantee of Ukraine. The project will allow partial renewal of the fleet of dual-power electric locomotives (up to 50 units). In addition, within the joint World Bank project RELINC, Ukrainian Railways plans to purchase up to 30 electric locomotives. This will make it possible to ensure the logistics capacity and uninterrupted operation of the railway industry to meet the transportation needs of the state and the population. The article highlights and analyzes one of the methodologies for evaluating and selecting the bids for the purchase of electric locomotives for the needs of a company. The article presents a two-factor evaluation system that takes into account the price and technical parameters of electric locomotives with a predominant emphasis on the technical evaluation of the procurement item. Considering the current needs of a key company in the rail freight transportation market, the issue is not only to raise funds to upgrade the electric locomotive fleet, but also to create an effective system for evaluating and selecting tender winners to ensure the best use of funds for both the company and the country as a whole. Moreover, the purchase of new electric locomotives will reduce the harmful impact on the environment by reducing noise levels and emissions of diesel combustion products into the atmosphere, as well as operating costs compared to old electric locomotives. | |
