Сучасний інструментарій забезпечення прозорості місцевих бюджетів в Україні: оглядовий аналіз

| dc.description.abstract | У статті представлено оглядовий аналіз сучасного інструментарію забезпечення прозорості діяльності органів місцевого самоврядування, зокрема стосовно їх місцевих бюджетів. Цей інструментарій розроблено та запроваджено з 2014 року у результаті низки заходів у рамках реформи децентралізації управління в Україні, що реалізуються, насамперед, на виконання Концепції створення інтегрованої інформаційно-аналітичної системи "Прозорий бюджет" у рамках Програми "Електронне врядування задля підзвітності влади та участі громади" (EGAP), спрямованої на використання новітніх інформаційно-комунікаційних технологій. Також оглядово розглянуто методології оцінки прозорості місцевих бюджетів, що напрацьовані різними експертними групами в ракурсі сучасних практик їх використання, що вже розпочаті в нашій країні у відповідності до міжнародних стандартів та з урахуванням світового досвіду. В статті представлено актуальні результати деяких рейтингів прозорості, що розраховані українськими експертами-практиками, зокрема на основі Індексу прозорості місцевого бюджету стосовно місцевих бюджетів міст України та стосовно об'єднаних територіальних громад. The article presents an overview analysis of modern instruments to ensure transparency of local authorities activity, particularly with regard to their local budgets. These tools have been developed and implemented since 2014 as a result of a number of measures under the management decentralization reform in Ukraine, performed primarily through the implementation of the Concept for creation of an integrated information and analytical system "Transparent Budget" within the Program "Electronic Governance for Government Accountability and Community Participation" (EGAP), aimed at using the latest information and communication technologies. The most significant portals in the context of analyzing electronic tools for ensuring transparency of local budgets are the following: "Assessment of transparency of local budgets"; "Public Budget" (or budget of participation); "Social Inspector". It was examined the recently introduced innovative toolkit for assessing the transparency of local self-government in Ukraine, as following: transparency rating of Ukrainian cities (Transparency International); index of publicity of local self-government; E-data rating; index of best practices in the procurement within system PROZORRO. Also, it was made an overview of transparency assessment methodologies elaborated by various expert groups in the perspective of modern practices of their usage, that already started in our country in accordance with international standards and taking into account international experience, namely the PUD Methodology (transparency — participation — integrity) and its approbation (2015—2016), and the Methodology for assessing the transparency of local budgets (2017), taking into account both current national legislation and recognized international standards for ensuring transparency of public finances. The article presents actual results of some transparency ratings, which are calculated by Ukrainian experts-practitioners. In particular, since 2018 based on the Methodology for assessing the transparency of local budgets it has begun the evaluation of the openness and accessibility of budget information and budget decisions, as well as of the depth and quality of involvement of citizens in the budget process. Currently, it is possible to monitor the Transparency Index of local budgets at the city level and the Transparency Index of local budgets at the level of united territorial communities. All these innovative (for Ukraine) instruments to ensure transparency are absolutely necessary at this stage of development of budget process at local level in Ukraine. That will help to protect interests of society, to reduce probability of fraud, committing corrupt dealings, and envisions transparency of budget funds management at all stages of the budget process. | uk_UA |
