Abstract
Вступ. Війна змінила фінансову логіку розвитку України. У воєнному контурі домінують бюджетні та донорські ресурси, тоді як у повоєнній перспективі критично важливим стає перехід від суто відновлення активів до моделі зростання продуктивності, технологічного оновлення та експортної спроможності економіки. Проблематика. Виникає парадокс сучасної воєнної економіки – одночасно зростає попит на технологічні рішення (особливо з потенціалом подвійного призначення) і скорочується цикл їхньої валідації в реальних умовах, але посилюються регуляторні, безпекові та комплаєнс-вимоги, що підвищує бар’єри для приватного капіталу й ускладнює прогнозування “виходу” інвестора. На цьому тлі бракує узгодженого пояснення щодо функціонування венчурного механізму в умовах активного масштабного збройного конфлікту та шляхів інтеграції у фінансову архітектуру повоєнного відновлення. Мета – обґрунтування ролі венчурних інвестицій в інноваційний бізнес як механізму фінансування, який у воєнний період забезпечує прискорений відбір і валідацію технологій, а у повоєнний – перетворює оборонний внутрішній попит на канал модернізації, підвищення продуктивності та нарощення експортного потенціалу. Методи. Дослідження спирається на поєднання концептуального та прикладного методичного підходів, що охоплюють: концептуальне моделювання механізму фінансування у вигляді ланцюга ефектів мікро- та макрорівня; інституційно-правовий документальний аналіз регуляторних режимів, що формують інвестиційне поле; кейс-стаді сектору оборонних технологій як репрезентативного середовища швидкої валідації та подвійного призначення. Результати. Запропоновано концептуальну модель венчурного фінансування у вигляді ланцюга, що пояснює, через які канали венчурний капітал створює мікро- та макроекономічні ефекти. На прикладі сектору оборонних технологій показано, що скорочення циклу зворотного зв’язку й доступ до польових даних підсилюють якість відбору інновацій, однак одночасно зростає значення інституційної рамки: експортного контролю, режимів доступу до чутливої інформації, ліцензування, корпоративного управління, а також сценарного аналізу (інтенсивна війна, заморожений конфлікт, післявоєнний спад оборонних замовлень). Показано, що стійкість венчурного каналу підтримується інституційним каркасом цифрової держави та інструментами ранньої підтримки, які зменшують розрив між грантовим етапом і раундами залучення приватного капіталу, що створює передумови для масштабування інновацій у повоєнному відновленні. Висновки. Венчурні інвестиції у воєнній і повоєнній економіці України доцільно тлумачити як інструмент підвищення ефективності всієї системи фінансування, а не як заміну донорських ресурсів. Ключовий внесок венчурних інвестицій полягає у зміні якості інвестиційних рішень: прискоренні валідації, зниженні технічних і управлінських ризиків, підготовці компаній до масштабування та дифузії технологій подвійного призначення в цивільні галузі. Практичний висновок полягає в тому, що масштабування венчурного механізму потребує передбачуваних правил, прозорості та розвинутих каналів “входу” і “виходу”, що дає змогу перетворити воєнний технологічний імпульс на довгострокову модернізацію вітчизняної економіки. Introduction. The war has fundamentally reshaped the financial logic of Ukraine’s economic development. In a wartime setting, budgetary and donor resources are the primary focus. In contrast, from a post-war perspective, the critical challenge is transitioning from asset restoration to an economic model based on productivity growth, technological renewal, and enhanced export capacity. Problem Statement. A paradox of the contemporary wartime economy emerges: demand for technological solutions, especially those with dual-use potential, simultaneously increases, while their validation cycles in real-world conditions shorten, and regulatory and security requirements intensify, as compliance requirements become more stringent. This raises barriers for private capital and complicates forecasting investor exits. Against this backdrop, there is a lack of a coherent explanation of how the venture mechanism operates during a large-scale armed conflict and how it can be integrated into the financial architecture of post-war recovery. The purpose is to outline the role of venture investments in innovative businesses as a financing mechanism that, during wartime, ensures the accelerated selection and validation of technologies, while in the post-war period, it transforms defense-driven domestic demand into a channel for modernization, productivity growth, and expansion of export potential. Methods. The study is based on a combination of conceptual and applied approaches, including conceptual modeling of the financing mechanism as a chain of micro- and macro-level effects; institutional and legal documentary analysis of regulatory regimes shaping the investment environment; and a case study of the defense technology sector as a representative setting for rapid validation and dual-use development. Results. A conceptual model of venture financing is proposed as a causal chain explaining the channels through which venture capital generates micro- and macroeconomic effects. Using the defense technology sector as an example, the study shows that shortened feedback cycles and access to field data enhance the quality of innovation selection, while simultaneously increasing the importance of the institutional framework – export controls, access regimes for sensitive information, licensing, corporate governance, and scenario analysis (high-intensity warfare, frozen conflict, post-war decline in defense orders). The findings demonstrate that the resilience of the venture channel is supported by the institutional framework of the digital state and early-stage support instruments, which reduce the gap between the grant phase and private investment rounds, thereby creating preconditions for scaling innovations in post-war recovery. Conclusions. Venture investments in Ukraine’s wartime and post-war economy should be viewed as a means to enhance the overall efficiency of the financing system, rather than as a substitute for donor resources. The key contribution of venture investments lies in improving the quality of investment decisions – accelerating validation, reducing technical and managerial risks, preparing companies for scaling, and enabling the diffusion of dual-use technologies into civilian sectors. From a practical perspective, scaling the venture mechanism requires predictable rules, transparency, and well-developed entry and exit channels, which together allow the wartime technological impulse to be transformed into long-term modernization of Ukraine’s economy.
