| dc.description.abstract | Стратегічне управління розвитком є критично важливим для існування організації в конкурентному середовищі в довгостроковій перспективі. Постійний розвиток дає можливість організаціям адаптуватися до змін, які відбуваються в суспільстві, а також ідентифікувати та розвивати свої сильні сторони. Серед організацій існують такі, які не діють в конкурентному середовищі, проте на які покладаються важливі соціальні завдання. Зокрема, до таких організацій належать органи досудового розслідування, які покликані забезпечити безпеку та правопорядок у суспільстві. Відсутність конкурентного середовища для таких органів призводить до послаблення зовнішніх чинників – детермінантів інституційного розвитку, проте з точки зору завдань і ролі правоохоронних органів у суспільстві постійний розвиток органів правопорядку не менш важливий, ніж для бізнес-організацій. У сучасному менеджменті приділено достатньо уваги стратегічному управлінню розвитком підприємств, проте питанням стратегічного управління розвитком органів досудового розслідування, з урахуванням специфіки завдань таких організацій, а також їх внутрішнього та зовнішнього середовища, у вітчизняній літературі не приділяється увага, а у світовій – приділяється фрагментарно. У статті наведено теоретичне дослідження епістемології понять «стратегія», «стратегічне управління» та «організаційний розвиток» з метою ідентифікації специфіки стратегічного управління розвитком організацій. Шляхом аналізу нормативно-правових актів, які визначають основні завдання органів досудового розслідування, ідентифіковано стратегічні цілі таких органів, які мають бути враховані під час розробки їх стратегії розвитку. На підставі викладеного матеріалу запропоновано авторське визначення поняття «стратегічне управління розвитком органів досудового розслідування». Strategic management of development is crucial to the organization’s existence in a competitive environment in the long run. Continuous development enables organizations to adapt to the changes that are taking place in society, as well as to identify and develop their own strengths. Among organizations, there are those that do not operate in a competitive environment, but those are relied upon in view of important social tasks. In particular, such organizations include pre-trial investigation bodies, which are designed to ensure security along with law-and-order in society. The lack of a competitive environment for such bodies leads to the weakening of external factors – determinants of institutional development, but in terms of tasks and the role of law enforcement bodies in society, the constant development of law enforcement bodies is no less important than for business organizations. In modern management, sufficient attention is paid to the strategic administration of the development of enterprises, but the issues of strategic management of the development of pre-trial investigation bodies, taking into account the specifics of the tasks of such organizations, as well as their internal and external environment, are not paid any attention in the domestic literature, and it is paid fragmentary attention in the literature abroad. The article provides a theoretical study of epistemology of the concepts of «strategy», «strategic management» and «organizational development» in order to identify the specifics of strategic management of the development of organizations. By analyzing the normative legal acts that determine the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account during the elaboration of their development strategy. On the basis of the presented material, the authors’ own definition of «strategic management of the development of pre-trial investigation bodies» is proposed. | |
