dc.description.abstractРобота присвячена узагальненню концептуальних засад теорії глобального інфраструктурного розриву як міжкраїнових і міжрегіональних асиметрій у кількісних і якісних параметрах розвитку інфраструктурного забезпечення економічної діяльності, що реалізовано на базисі агропромислового комплексу. Розкрито форми прояву глобального інфраструктурного розриву та обґрунтовано його обумовленість браком інвестиційних капіталовкладень, що не враховують принципу інфраструктурної ескалації та логіки розбудови інфраструктурного базису вартісного ланцюга виробничих процесів. Доводиться, що відмінності у рівнях технологічного розвитку національних економік та їх диспозиція з точки зору інфратраєкторій мають доповнюватись інституційним виміром в системі детермінант інфраструктурного забезпечення економічного розвитку. На основі систематизації функцій інфраструктури в економіці визначено ключові риси глобальної інфраструктури агропродовольчого ринку: обслуговуючий характер; залежність місткості ринку від рівня розвиненості інфраструктури; нерівномірність та асиметричність розвитку; складність визначення кількісних параметрів; необхідність випереджаючого розвитку відносно ринку. Актуальність роботи обумовлена браком наукових й аналітичних розробок у царині інституційної парадигми інфраструктури аграрного ринку України, економіка якої продовжує поглиблювати міжнародну спеціалізацію держави на виробництві продукції АПК в умовах дефіциту інвестицій у підвищення якості інфраструктурного забезпечення. Через призму теорії глобального інфра-структурного розриву у роботі комплексно проаналізовано сучасний стан аграрної інфраструктури України у розрізі діяльності агропромислових бірж, оптових ринків сільськогосподарської продукції, обслуговуючих кооперативів, аграрної логістики. Розкрито ключові проблеми розвитку вітчизняної агропропродовольчої інфраструктури — значні труднощі зі зберіганням готової продукції; відсутність чіткого профілю спеціалізації; брак матеріально-технічної бази й інформацій-но-консультативного забезпечення; повільні темпи впровадження форвардних, ф’ючерсних й опціонних контрактів; слабка зацікавленість трейдерів і некомпетентність виробників; орієнтація керівників аграрних компаній на операції у тіньовому секторі для мінімізації податкових платежів й економії фінансових ресурсів. Виявлено, що різна забезпеченість основних груп виробників сільськогосподарської продукції в Україні призводить до змін у структурі ринку. Обґрунтовано стратегічні пріоритети розбудови у контексті забезпечення продовольчої безпеки в державі та її інтеграції у європейську аграрно-продовольчу мережу — реалізація комплексу інституційно-регуляторних заходів, розвиток інструментарію розбудови агрологістики, бюджетно-податкове стимулювання, якісне удосконалення та ресурсне наповнення інвестиційно-фінансової інфраструктури, заснування у структурі банківської системи вузьоспеціалізованого аграрного банку та фонду гарантування кредитів АПК, покращення інноваційно-технологічної інфраструктури та інформаційного забезпечення та ін. This article deals with the generalization of the conceptual foundations of the global infrastructure gap theory as intercountry and interregional asymmetries in quantitative and qualitative parameters of economic activity infrastructural support development, which is implemented on the basis of agro-industrial complex. Forms of the global infrastructure gap are revealed and its conditionality by the lack of investments that do not take into account the principle of infrastructure escalation and logic of value chain infrastructure base of production processes development, is substantiated. It is proven that the differences in terms of technological development of countries and their disposition in terms of infratrajectories have to be supplemented by the institutional dimension in the system of infrastructure component of economic development’s determinants. Based on the systematization of infrastructure functions in the economy, there are identified the key features of the global infrastructure of the agro-food market: service nature; dependence of market capacity on the level of infrastructure development; irregularity and asymmetry of development; the complexity of quantitative parameters determination; the need for faster growth in relation to the market. The relevance of the article can be explained by the lack of scientific and analytical papers in the field of the institutional paradigm of the infrastructure of Ukrainian agrarian market, which economy continues to deepen the international specialization of the state in the manufacturing of agroindustrial complex products in terms of the deficit of investment into upgrading the quality of infrastructure. The current state of agricultural infrastructure of Ukraine in the view of agroindustrial exchanges activity, agricultural products wholesale markets, cooperatives, agrarian logistics from the perspective of the global infrastructure gap theory is analyzed in the article. There are revealed the key problems of development of domestic agro-food infrastructure – considerable difficulties with final products storage; lack of a clear profile of specialization; lack of material and technical base, information and advisory support; slow rates of forward, future’s and option contracts; weak interest of traders and incompetence of producers; agrarian company executives’ focus on shadow sector transactions to minimize tax payments and save financial resources. It is revealed that disproportions in terms of sufficiency of the main agricultural goods’ production groups may lead to market structure shifts. The strategic development priorities in the context of food security provision in the country and its integration into the European agro-food network are substantiated: realization of a range of institutional and regulatory measures, development of instruments for agro-logistics progress, budgetary and fiscal stimulus, qualitative improvement and resource filling of investment and financial infrastructure, creation of a field-specific agrarian bank and agroindustrial complex of loan guarantee fund in the structure of the banking system, improvement of technological innovation infrastructure and information support, etc.uk_UA
