Abstract
Висвітлено функціональне призначення і роль кредитування бізнесу в період воєнного часу та нової економічної політики у рамках урядових програм у 2022–2024 роках.
Проаналізовано сутність програми «Доступні кредити 5-7-9%», як однієї із складових програми «Зроблено в Україні», її суттєву роль у підтримці національного бізнесу для отримання фінансових ресурсів в умовах глобальних викликів, спричинених економічною нестабільністю та воєнними діями.
Оцінено ефективність і результативність державної фінансової підтримки суб’єктів мікро-, малого, середнього і великого підприємництва та перефокусування державної підтримки на інвестиційне кредитування.
Окреслено основні вектори для ефективного забезпечення адміністрування процесу фінансової державної підтримки, що полягають в удосконаленні методології оцінки Програми «Доступні кредити 5–7–9 %» та інституційної розбудови Фонду розвитку підприємництва.
The functional purpose and role of business lending during wartime and the new economic policy within the framework of government programs in 2022-2024 are highlighted.
The essence of the program "Affordable Loans 5-7-9%" as one of the components of the program "Made in Ukraine", its significant role in supporting national business to obtain financial resources in the face of global challenges caused by economic instability and military actions is analyzed.
To effectively ensure the administration of the process of financial state support, it is envisaged to improve the methodology for assessing the Program "Affordable Loans 5–7–9%" and the institutional development of the Entrepreneurship Development Fund, as well as the introduction of an information and analytical system by it, which will primarily contribute to ensuring the effectiveness of investments and control over their use by authorized bodies on the issues of providing financial state support to business entities.
The efficiency and effectiveness of state financial support for micro, small, medium and large businesses and the refocusing of state support on investment lending were assessed.
The main vectors for effective administration of the process of financial state support are outlined, which consist in improving the methodology for evaluating the Program "Affordable Loans 5-7-9%" and institutional development of the Entrepreneurship Development Fund.
