Abstract
The article examines Ukraine's debt policy in the context of the ongoing armed conflict since 2014. It provides an in-depth analysis of the significant increase in national debt driven by rising government expenditures due to military needs and social reforms. It is identified that Ukraine was forced to gradually increase the share of defense spending within the total budget expenditures, which rose 2.5 times compared to the pre-war year of 2013. However, the onset of the full-scale war in 2022 led to an even greater rise in this share, which increased by 11.5 times, accounting for 42.24% of the budget in 2022 and reaching 52.3% in 2023. The study underscores how the government was compelled to redirect financial resources towards defense and humanitarian aid, thereby intensifying the debt burden. The impact of the COVID-19 pandemic on the national budget and debt levels is also considered, illustrating how global crises further complicate financial stability. The analysis of debt growth shows that the most significant increase was recorded in 2023 in dollar terms and in 2022 in hryvnia terms, with the absolute highest increase noted in 2023 at 1446.2 billion UAH. Thus, during the years of military actions, the total state and state-guaranteed debt grew at the highest rates. An analysis of the structure of total state and state-guaranteed debt in terms of credit sources indicates that during the study period, external debt steadily increased (except for a slight decrease in 2019). However, the largest growth in external debt, both in absolute and relative terms, occurred in 2023, amounting to 23.39 billion USD, or nearly 33%. The debt security indicator, which is the ratio of total debt to GDP, never reached even an acceptable level (30%) during the study period and has annually exceeded the critical threshold of 60% since 2014 (except for 2019 and 2021 when it was at a safe level). Throughout the entire period of analysis, to attract funds to the budget, the government had to offer such yields on government bonds that endangered the stability of the country's financial system. The maximum weighted average yield on government bonds in the primary market was recorded in 2023, reaching 18.7%. In the structure of creditors, a significant part of the state and stateguaranteed debt consists of concessional loans from international financial organizations (44%), domestic securities (29%), external securities (16%), and loans from commercial banks (2%). Given the continuous growth of the debt, the priority task in ensuring debt security becomes finding ways to reduce the debt burden. The article outlines the main directions that can support the level of debt burden. Primarily, this includes ensuring financial stability by balancing revenues and expenditures to avoid excessive budget deficits. It is determined that the foremost task in ensuring debt security is not only finding ways to reduce the debt burden but also securing additional concessional financing for the budget.
