dc.description.abstractУ статті досліджено теоретико-методичні засади формування ефективної системи управління будівельними програмами в умовах поствоєнного відновлення України. Обґрунтовано актуальність дослідження, зумовлену масштабними руйнуваннями інфраструктури, житлового фонду та виробничих об’єктів, що виникли внаслідок воєнних дій, а також необхідністю створення ефективних управлінських механізмів для забезпечення швидкого та системного відновлення держави. Визначено, що будівельна галузь відіграє стратегічну роль у процесах економічного зростання, розвитку територій та підвищення рівня соціально-економічної стабільності, а тому ефективне управління будівельними програмами є ключовим інструментом реалізації державної політики відбудови країни. У роботі проаналізовано сучасні підходи до управління будівельною діяльністю, зокрема програмно-проєктний підхід, управління портфелями проєктів, інституційні механізми державного регулювання та міжнародні практики реалізації масштабних інфраструктурних програм. Встановлено, що в умовах поствоєнного відновлення особливого значення набуває інтеграція стратегічного планування, інституційного забезпечення, фінансово-економічних інструментів та цифрових технологій управління будівельними процесами. У статті визначено основні особливості управління будівельними програмами в умовах відбудови держави, зокрема необхідність координації значної кількості взаємопов’язаних проєктів, залучення міжнародних інвестицій і фінансової допомоги, забезпечення прозорості використання ресурсів та впровадження інноваційних управлінських інструментів. Значну увагу приділено обґрунтуванню ролі державних інституцій, органів місцевого самоврядування та міжнародних партнерів у формуванні ефективної системи управління будівельними програмами. Запропоновано концептуальні підходи до формування ефективної системи управління будівельними програмами, що передбачають поєднання стратегічного планування відновлення територій, програмно-проєктного управління, удосконалення нормативно-правового регулювання будівельної діяльності, впровадження механізмів державно-приватного партнерства та використання цифрових інструментів моніторингу й контролю реалізації будівельних проєктів. The article explores the theoretical and methodological principles of forming an effective system for managing construction programs in the post-war reconstruction of Ukraine. The relevance of the study is justified, due to the large-scale destruction of infrastructure, housing stock and production facilities that occurred as a result of military actions, as well as the need to create effective management mechanisms to ensure the rapid and systematic restoration of the state. It is determined that the construction industry plays a strategic role in the processes of economic growth, development of territories and increasing the level of socio-economic stability, and therefore effective management of construction programs is a key tool for implementing the state policy of rebuilding the country. The paper analyzes modern approaches to managing construction activities, in particular the program-project approach, project portfolio management, institutional mechanisms of state regulation and international practices for implementing large-scale infrastructure programs. It is established that in the conditions of post-war reconstruction, the integration of strategic planning, institutional support, financial and economic instruments and digital technologies for managing construction processes is of particular importance. The article identifies the main features of construction program management in the context of state reconstruction, in particular the need to coordinate a significant number of interconnected projects, attract international investments and financial assistance, ensure transparency in the use of resources, and implement innovative management tools. Considerable attention is paid to substantiating the role of state institutions, local governments, and international partners in forming an effective system for managing construction programs. Conceptual approaches to forming an effective system for managing construction programs are proposed, which involve a combination of strategic planning for the restoration of territories, program and project management, improving regulatory and legal regulation of construction activities, implementing public private partnership mechanisms, and using digital tools for monitoring and controlling the implementation of construction projects.
