Реформа фінансової децентралізації та її вплив на фінансову спроможність бюджетів територіальних громад

| dc.description.abstract | Однією з найбільш успішних реформ, проведених в Україні після проголошення незалежності, є реформування місцевого самоврядування. Ефективне місцеве самоврядування спроможне забезпечити надання громадянам доступних публічних послуг належної якості, а також можливість впливати на управління своїми територіями. Реформа фінансової децентралізації безпосередньо вплинула на функціонування територіальних громад, перед якими протягом останніх років постали нові виклики, що потребують нагального вирішення. З врахуванням цього актуальним питанням є вивчення особливостей впливу фінансової децентралізації на розвиток бюджетів територіальних громад. В статті досліджено основні напрями реалізації реформи фінансової децентралізації в Україні, внесені зміни в законодавство задля забезпечення фінансової спроможності органів місцевого самоврядування. З метою оцінки впливу фінансової децентралізації на показники місцевих бюджетів проведено фінансово-економічний аналіз виконання доходів бюджету Вінницької міської територіальної громади за період 2014–2023 років, зроблено оцінку рівня фінансової стійкості бюджету шляхом розрахунку відповідних коефіцієнтів та показників. Авторами виділенов иклики, з якими стикнулися органи місцевого самоврядування в Україні, а також запропоновано можливі шляхи збільшення фінансової спроможності бюджетів територіальних громад.One of the most successful reforms carried out in Ukraine after the declaration of independence is the reform of local self-government. Effective local self-government can ensure the provision of accessible and high-quality public services to citizens, as well as the ability to influence the management of their territories. The financial decentralization reform directly impacted the functioning of territorial communities. In recent years, local self-government bodies have faced new challenges requiring rapid solutions. Considering this, it is relevant to study the peculiarities of the impact of financial decentralization on the development of territorial community budgets. This article examines the main directions of implementing the financial decentralization reform in Ukraine, the legislative changes made to ensure the financial capacity of local self-government bodies. To assess the impact of financial decentralization on local budget indicators, a financial-economic analysis of the budget revenues of the Vinnytsia city territorial community for the period 2014–2023 was conducted, analyzing the composition, structure, and dynamics of budget revenues. The role of the budget revenues of the Vinnytsia city territorial community in the redistribution of the gross regional product of the Vinnytsia region was also assessed. Additionally, the level of financial stability of the budget was evaluated by calculating relevant coefficients and indicators. The results of the conducted analysis are presented in tables and graphs for better visualization. The practical value of the article lies in identifying the main trends in forming the budget revenues of the Vinnytsia city territorial community, substantiating the factors that led to the current changes, and highlighting the problems and challenges faced by local self-government bodies in Ukraine, including the coronavirus pandemic and armed aggression against Ukraine. Measures introduced to compensate for possible revenue losses and equalize local budget revenues are discussed. Possible ways to increase the financial capacity of territorial community budgets are proposed. | |
