Екологізація економіки та роль держави: ретроспективний аналіз наукових підходів

| dc.description.abstract | У статті висвітлено хронологію процесу екологізації економік країн світу, спад домінування моделі економіки, що призводить до виснаження природного капіталу та енергетичних ресурсів, масштабної бідності, збільшення економічного і соціального розриву між країнами та регіонами світу. Зміна глобальної парадигми, перехід від стратегії «зростання» до стратегії «розвитку» дозволяє здійснити перехід від ресурс-орієнтованої та енерговитратної економіки до ресурсо- та енергоощадної економіки. Метою статті є систематизація наукових напрацювань щодо формування концепції «зеленої» економіки, ролі держави у ній та виявлення змін у моделі інвестування. Наукова новизна статті полягає у систематизації теоретичного обґрунтування екологізації економіки, сталого розвитку та концепції «зеленої» економіки. Ці процеси обумовлюють переміщення приватного капіталу від «коричневих» до «чистих» («зелених») технологій, а державі відводиться роль регулюючого суб’єкта. Висновки. Визначено, що в економічній теорії існує ряд шкіл (неокласична, посткейнсіанська, екологічної економіки), які включають розгляд питань екології в проблемне поле своїх досліджень, що має суттєвий вплив на теорію та практику публічного управління та адміністрування. З’ясовано, що екологізація економіки, «озеленення» виробництва і технологій поширились із глобального рівня на рівень реальних господарюючих суб’єктів, що спричинило формування моделі соціально-відповідального інвестування. Втручання держави у цей процес є необхідним, однак вона повинна бути регулюючим суб’єктом, виконувати роль каталізатора, а не ставати альтернативним джерелом «зеленого» фінансування. The article covers the chronology of the process of greening the world’s economies, the decline in the dominance of the economic model, which leads to depletion of natural capital and energy resources, large-scale poverty, increasing economic and social gap between countries and regions. Changing the global paradigm, the transition from a strategy of «growth» to a strategy of «development» allows the transition from a resource-oriented and energy-intensive economy to a resource- and energy-saving economy. The purpose of the article is to systematize scientific work on the formation of the concept of «green» economy, the role of the state in it and identify changes in the investment model. The scientific novelty of the article lies in the systematization of the theoretical substantiation of the greening of the economy, sustainable development and the concept of «green» economy. These processes lead to the transfer of private capital from «brown» to «clean» («green») technologies, and the state is given the role of a regulatory entity. Conclusions. It is determined that in economic theory there are a number of schools (neoclassicists, post-Keynesians, environmental economists), which include consideration of environmental issues in the problematic field of their research, which has a significant impact on the theory and practice of public administration. It was found that the greening of the economy, «greening» of production and technology has spread from the global level to the level of real business entities, which has led to the formation of a model of socially responsible investment. State intervention in this process is necessary, but it should be a regulatory entity, act as a catalyst, and not become an alternative source of «green» funding. | uk_UA |
