dc.description.abstractСистема фінансового контролю, яка створена в Україні з метою запобігання політичній корупції, базується на звітності та аудиті руху коштів та майна, що знаходяться у розпорядженні суб'єктів, долучених до публічної сфери. Основними її елементами є електронне декларування доходів, видатків та майна, моніторинг способу життя суб'єктів декларування, додаткові заходи щодо повідомлення про відкриття валютного рахунку чи суттєві зміни у майновому стані, а також державне фінансування політичних партій. Реалізація цих напрямків антикорупційного фінансового контролю здійснюється на цифрових засадах з використанням спеціально розроблених електронних реєстрів, порталів, системи та каталогів даних. Такі цифрові інструменти дозволяють за допомогою ІТ-інфраструктури та новітніх ІТ-технологій здійснювати не лише подання звітності та аналіз представленої в ній інформації, але і багатокритеріальну оцінку ризиків, суб'єктів та об'єктів корупційної діяльності. Організація впроваджуваних цифрових інструментів антикорупційного фінансового контролю має високу позитивну оцінку з боку органів влади, втім дослідження авторів виявило також наявні та потенційні проблеми їх застосування, що дозволили визначити виклики та перспективи подальшої цифровізації в цій сфері. Серед стратегічних завдань подальшої цифровізації фінансового контролю як інструменту протидії політичній корупції автори визначають цифрове знеособлення прийняття рішень, розвиток цифрових компетентностей, цифрова етика та культура, цифровізація адміністративних процедур та цифрова інклюзія усіх зацікавлених сторін. The system of financial control, established in Ukraine to prevent political corruption, is based on reporting about and auditing of the movement of funds and property at the disposal of actors involved in the public sphere. Its main elements are electronic declaration of incomes, expenditures and property, monitoring of the declarants' way of life, additional measures to notify the opening of a foreign currency account or significant changes in property status, as well as government funding of political parties. The implementation of these areas of anti-corruption financial control is carried out on a digital basis using the specially designed electronic registers, portals, systems and data catalogues. With the help of IT infrastructure and the up-to-date information technologies and software, such digital tools allow not only reporting and analyzing of the information presented in it, but also multi-criteria assessment of risks, subjects and objects of corruption. The organization of the implemented digital tools of anti-corruption financial control is highly praised by the government authorities, but the authors' research also revealed a number of current existing and potential problems in their application. This allowed the identification of challenges and prospects for further digitalization in this area. Digitization processes impose a number of challenges on the financial control toolkit in the fight against corruption, which are used to resolve the conflicts in implementation of various tasks in the field of managerial, organizational, informational and technological activities. Among the strategic objectives of further digitalization of financial control as a tool to combat political corruption, the authors identify digital depersonalization of decision-making, development of digital competencies, digital ethics and culture, digitalization of administrative procedures and digital inclusion of all stakeholders. An important prerequisite for such tasks and the development of new digital tools for anticorruption financial control is to ensure continuous online interaction through online portals, social networks and other digital platforms in order to build effective partnerships with stakeholders and promote their electronic participation.
