| dc.description.abstract | У статті наведено результати дослідження ролі професійних компетентностей посадових осіб місцевого самоврядування в успішному соціально-економічному відновленні територіальних громад та України в цілому. Встановлено, що значна частина менеджерів публічної сфери не має потрібних знань, вмінь, навичок. Дослідження чинної системи розвитку професійних компетентностей цих посадових осіб виявило її неспроможність охопити весь їх контингент, а також слабку орієнтацію освітніх інтернет-порталів і платформ на розв'язання актуальних проблем, що визначають якість життя мешканців сіл, селищ, міст. Запропоновано концептуальні засади підвищення професіоналізму цієї категорії посадовців шляхом розширення мережі відповідних навчальних закладів і підрозділів, відповідних платформ і порталів інтернет-ресурсів та удосконалення змісту освітніх програм розвитку професійних компетентностей, які б враховували раніше набутий досвід публічних службовців, а також соціально-економічні потреби територіальних громад. Акцентовано, що важливою складовою загальних програм також має стати формування гнучких (м'яких) навичок (софт скілз), які сприяють ефективному виконанню будь-яких функцій і завдань управлінців на основі побудови правильної комунікації з внутрішніми і зовнішніми стейкхолдерами, раціональної самоорганізації і розподілу особистого часу та креативності – нестандартного підходу до розв'язання гострих проблем громад та населених пунктів. The relevance of the study is determined by the significant role of the professionalism of local self-government officials in the implementation of the tasks of post-war restoration of territorial communities and Ukraine as a whole. Through the use of scientific methods - analysis and synthesis, logical modeling, content analysis and structuring - it is established that a significant part of local self-government officials are elected from among the middle managers of business organizations and public sector enterprises. They have developed their managerial competencies not through specialized education, but in the course of practical activities. As a result, their managerial competencies do not fully meet the needs of today, which requires constant professional development. However, the existing network of relevant institutions is not able to cover the entire contingent, and educational platforms and Internet portals created to promote self-education are not focused on solving the problems of economic recovery and the socio- humanitarian sphere. In order to further develop the secondary market of educational services in the field of public administration, the article proposes to expand the network of Internet resources, educational institutions and units on the basis of public-private partnership. In the educational process and online learning, mainly interactive forms should be used, including discussions, master classes, business games, and case studies. According to the developed concept, the professional training of this category of managers should facilitate the acquisition of not only managerial competencies, but also knowledge, skills, and abilities in the areas of finance, tender procedures, planning and forecasting, employment regulation, human capital development, digital technologies, including the organization of SMART communities, environmental protection, socio-cultural construction, education and healthcare development. | uk_UA |
