| dc.description.abstract | Дисертаційна робота присвячена дослідженню теоретичних і практичних аспектів трансформації валютних систем країн ЦСЄ. Розглянуті теоретичні основи функціонування валютних систем у сучасному валютно-фінансовому середовищі. Проаналізована еволюція змін і трансформацій національних, регіональних і світових валютних систем в умовах інтернаціоналізації, регіоналізації та глобалізації. На основі системного підходу до дослідження автором проведений порівняльний аналіз валютних систем країн ЦСЄ і в умовах євроінтеграції встановлено зміни елементів, основних принципів функціонування валютної системи і виду з національних валютних систем на регіональну. Доведено, що поглиблення процесів коінтеграції, конвергенції та інтеграції валютних систем країн ЦСЄ викликає втрату валютного суверенітету країни. Досліджено еволюцію валютної системи України і виділено основні етапи її трансформації. Запропоновано рекомендації зі збереження валютного суверенітету України за умов інтеграції до світового та європейського фінансового середовища. The author has established traditional features of type classification of currency systems as a result of the research and substantiation of the existing theoretical materials (by standards, by the exchange rate regime, on dependence of the parity, by the way of regulation and control) and has researched the new ones: (by the degree of vulnerability to global financial crisis, by the degree of delegation of functions on the questions of formation of the national currency policy to some supranational authority). A detailed analysis of category framework of international currency and financial relations has defined the essence of the transformation of the currency system as the process of qualitative changes of the elements, principles, and the forms of implementation and methods of the regulation of currency and financial relations on national, regional and global levels. The research of the evolution of the changes of currency systems on various levels has resulted in identification of basic factors of impact of national currency systems (objective and subjective, endogenous and exogenous), that lead to their partial transformation (change of elements), structural transformation (change of both elements and principles), systematic transformation (type modification). The research has specified the stages and transformation of the European currency system on the basis of introduction of international payment unit: (1950—1978) the stage of the initial currency-settlement integration basis of the European Payment Unit (epunit), European composite unit (EURCO) and European Unit of Account (EUA); (1979—1998) the stage of profound currency-settlement integration basis of ECU; (1999 for today) the stage of currency convergence basis of the euro, which allows profound research of specific tendencies of regional currency integration. The comprehensive analysis of the elements of the currency systems of the countries of Central and Eastern Europe in the integration environment made it possible to define the basic terms of co-integration, convergence and harmonization of currency relations of the countries of Central and Eastern Europe which include the liberalization of the currency — related sphere, setting of flexible floating exchange rate, the increased share of the euro in the volumes of the currency earnings from foreign trade and currency and financial transactions with the further increase of the euro share in the foreign currency reserves, introduction the expedient measures for the introduction of free convertibility of the national currencies and the unification of the currency legislation with the EU standards. A new approach to the research of the currency system of Ukraine on the basis of the use of the system of elements has made it possible to define four stages of its evolution and transformation. The first stage (1991—1995) reflects setting up of economic and political sovereignty of Ukraine. The second stage (1996—1999) is characterized by cyclical and recessional phenomena in the period after the introduction of the hryvna. The third stage (2000—2007) is the period of stabilization and adequate functioning of the currency sphere. The fourth stage reflects recessional developments and anti –crisis modernization of the currency system. Taking into account the Euro-integration orientation of the economy of Ukraine the author specifies the major measures of the currency policy of Ukraine facilitating the stage of the country's joining the EU which cover the establishment of democratic principles of the organization and regulation of the currency turnover, currency transactions on the interbank foreign currency market of Ukraine for all subjects of foreign currency and financial activity without discrimination and oppression, harmonization and unification of the foreign currency legislation of Ukraine and its adaptation to the standards of the EU, establishing of favorable terms for prospective participants of international settlements and financial transactions. Диссертационная работа посвящена исследованию теоретических и практических аспектов трансформации валютных систем стран ЦВЕ. Рассмотрены теоретические основы функционирования валютных систем в современной валютно-финансовой среде. Проанализирована эволюция изменений и трансформаций национальных, региональных и мировых валютных систем в условиях интернационализации, регионализации и глобализации. На основе системного подхода к исследованию автором проведен сравнительный анализ валютных систем стран ЦВЕ и в условиях евроинтеграции установлены изменения элементов, основных принципов функционирования валютных систем и вида с национальных валютных систем на региональную. Обоснованы доводы, что углубление процессов коинтеграции, конвергенции и интеграции валютных систем стран ЦВЕ ведёт к потере валютного суверенитета страны. Исследована эволюция национальной валютной системы Украины и выделены основные этапы её трансформации. Составлены рекомендации по сохранению валютного суверенитета Украины в условиях интеграции в мировую и европейскую финансовую сферы. | uk_UA |
