| dc.description.abstract | Стаття присвячена дослідженню пріоритетів, форм та інструментів реформування систем публічного адміністрування в ЄС, а також компаративний аналіз ефективності проведених в державах-учасницях інтеграційного союзу реформ. Доведено, що не дивлячись на переважну автономію держав-учасниць ЄС у питаннях організації національних систем публічного адміністрування, на практиці інституції ЄС мають цілу низку каналів впливу на ці системи. Виявлено позитивні (зростання ефективності державного апарату, зниження витрат на функціонування систем державного управління, зростання відкритості, прозорості та доступності адміністративних послуг) та негативні (зниженні рівня довіри громадян до влади, соціальної згуртованості, залучення громадськості до формування державної політики, а також доведення пріоритетів політики влади до населення) наслідки реформування систем публічного адміністрування країн ЄС. The article examines the priorities, forms and instruments of reforming public administration systems in the EU, also comparing the effectiveness of reforms undertaken in the EU member states. It has been proven that, despite the overwhelming autonomy of EU Member States in organizing national public administration systems, in practice, EU institutions have a number of channels of influence on these systems. They include EU accession criteria for applicant-countries, legislation acts of secondary EU law, coordinating of member-states’ economic policies and public administrations’ activities via European Semester, EU financial support to administrative reforms, building institutional capacities via training programmes, best practices exchange, as well as through research and benchmarking of national administrative systems’ efficiency. An important role in the process of EU Member States national administrative systems’ modernization is performed by the European Structural and Investment Funds, with financial support from mainly long-term administrative reform grants. In addition, the Funds provide organizational aid to Member States in the form of technical assistance, advisory support and guidance, as well as research. EU Member States, which have at least one depressive region or are eligible to receive financial support from the EU Cohesion Fund, can use the funding to support administrative reform. Despite the common need to reform their public administrations, the mechanisms for using EU financial assistance are quite different across EU Member States. The results of administrative reforms in the European Union are rather ambiguous. On the one hand, significant improvements have been made in increasing the efficiency of the state apparatus, reducing the costs of functioning of public administration systems, increasing the openness, transparency and accessibility of administrative services while improving their quality, and on the other hand - a number of parameters have significantly deteriorated, namely: confidence of citizens to their governments, the level of social cohesion, involvement of wide public in the formation of state policy, as well as communicating the state policies priorities to the population, including through the independent mass media. | uk_UA |
