Abstract
The paper dwells upon the principles of formulating the environmental policy of the European
Union given its dominant model of ‘polluter pays twice’. The work goes onto revealing the features
of the model of convergence of fiscal systems within EU aimed at achieving the objectives of the
national and supranational policy of preserving and improving the environment.
