dc.description.abstractУ статті досліджено інститут авторизованого економічного оператора (АЕО) як важливий інструмент спрощення митних процедур та підвищення ефективності зовнішньоекономічної діяльності країни. Проаналізовано теоретичні засади функціонування АЕО, міжнародний досвід його впровадження та нормативно-правове забезпечення в Україні. Систематизовано основні критерії надання статусу АЕО, зокрема вимоги щодо фінансової стійкості, організації обліку, дотримання митного законодавства та професійної компетентності відповідальних осіб. Визначено переваги застосування спрощених процедур митного оформлення для імпортних і експортних операцій. Обґрунтовано роль АЕО у реалізації Цілі сталого розвитку №17 «Партнерство заради сталого розвитку» через посилення взаємодії між митними органами та суб’єктами господарювання. Запропоновано напрями подальшого вдосконалення механізмів сертифікації АЕО в Україні з урахуванням потреб євроінтеграції та забезпечення фінансової безпеки держави. The article examines the Authorised Economic Operator (AEO) scheme as a key instrument for facilitating customs procedures and improving the efficiency of a country’s foreign economic activity in the context of globalisation and European integration. The theoretical foundations of the AEO concept, international practices of its implementation, and the regulatory framework governing AEO status in Ukraine are analysed. Particular attention is given to the dual role of AEO programs in ensuring security within international supply chains and reducing administrative and transaction costs for business entities. The study systematises the main criteria for obtaining AEO status, including compliance with customs and tax legislation, the presence of a reliable accounting and documentation system, financial stability, and the professional competence of responsible personnel. The advantages of simplified customs procedures for import and export operations are identified and compared with standard clearance procedures, demonstrating their positive impact on the speed, transparency, and predictability of cross-border trade processes. The article substantiates the importance of AEO as a practical mechanism for implementing Sustainable Development Goal No. 17 “Partnerships for the Goals” through strengthening cooperation between customs authorities and economic operators based on the principles of mutual trust, transparency, and shared responsibility. It is argued that further harmonisation of Ukrainian regulatory requirements with European Union standards will reduce technical and administrative trade barriers and enhance the competitiveness of domestic enterprises in international markets. The research results indicate that the development of the AEO program in Ukraine creates favourable conditions for integrating national businesses into global trade systems, enhancing the stability of foreign economic relations, and supporting balanced economic growth amid economic transformation. Priority directions for improving the AEO certification mechanism are outlined, taking into account the challenges posed by the wartime economy, post-war recovery, and the necessity of ensuring the state's financial security.
