| dc.description.abstract | У статті виділено концептуальні засади соціальної безпеки і розкрито сутність соціальної безпеки регіону: соціальна безпека регіону – це динамічна система, яка відображає взаємодію та координацію суб'єктів і об'єктів соціальної політики держави з метою управління соціально-економічними процесами, підтримки соціальної стабільності в регіоні, протидії зовнішнім і внутрішнім прихованим та наявним загрозам, забезпечення соціального розвитку на регіональному рівні та покращення якості життя населення в регіоні.Визначено суб'єкти та об'єкти соціальної безпеки регіону. Проаналізовано зовнішні та внутрішні фактори, що впливають на соціальну безпеку регіону. Запропоновано індикатори для оцінки соціальної безпеки регіону. Досліджено основні загрози для соціальної безпеки регіонів України та запропоновано способи протидії їм: забезпечення реалізації основних принципів і завдань соціальної політики на регіональному рівні; адаптування мінімально-необхідних стандартів, норматив і гарантій життєвого рівня населення відповідно до поточної економічної ситуації в Україні; вдосконалення політики зайнятості населення регіону; створення умов для виправлення демографічної деформації структури населення в регіоні; модернізація і розширення соціальної інфраструктури регіону; створення і просування бренду регіону; забезпечення підтримки реалізації медичної реформи в регіонах України; розвиток системи освіти і підвищення рівня культури населення регіону; створення умов для розвитку підприємництва в регіоні, впровадження принципів соціального підприємництва на підприємствах регіону; сприяння підвищенню соціально-економічної активності населення, соціальної відповідальності та усвідомленості. The article reveals the conceptual framework of the social security and essence of the social security of a region: social security of a region is a dynamic system that mirrors the interaction and coordination of subjects and objects of the socioeconomic policy conducted by the state to run socioeconomic processes, to maintain social stability in a region, to resist internal and external, obvious and hidden threats, to stimulate the social development at the regional level, and to improve the quality of living of the population in a region. The article identifies subjects and objects of the social security of a region. The article involves the analysis of internal and external factors that influence the social security of a region. The article studies the major threats to the social security of regions of Ukraine and suggests risk mitigation strategies to prevent those threats, including: to guarantee the implementation of the main principles and tasks of the social policy at the regional level; to adapt minimal required standards, norms, and incentives of standards of living of the population according to the current economic situation in Ukraine; to improve the employment policy in a region; to create conditions for the improvement of the demographically deformed structure of the population in a region; to modernize and to expand the social infrastructure in a region; to create and to promote the brand of a region; to provide support for the realization of the health care reform in regions of Ukraine; to develop the education system and to increase the cultural level of the population of a region; to create conditions for the business development and entrepreneurship in a region, to introduce principles of the corporate social responsibility in businesses of a region; to stimulate the rise of socioeconomic activities of the population of a region, social responsibility, and awareness. | uk_UA |
