| dc.description.abstract | Дорожнє картування є визнаним інструментарієм стратегічного планування та широко використовується по всьому світові, але в Україні не набуло достатнього застосування. Представлена стаття стала спробою визначити та систематизувати теоретично-методичні засади щодо їх використання у плануванні розвитку об’єднаних територіальних громад в умовах реформи децентралізації. Досліджено сутність методу дорожнього картування та обґрунтовано переваги його використання у плануванні розвитку ОТГ. Зазначено ряд недоліків даного інструменту, які ускладнюють його широке розповсюдження. Запропоновано проводити картування за класичною методикою та у вигляді technology roadmapp як різновиду, що найбільше відповідає потребам територіального планування. Побудовано дорожню карту розвитку новоутворених територіальних громад з використанням партисипативного підходу. Roadmapping is a real recognized tool (method) for the strategic planning and it is widely used throughout the world but has not been sufficiently applied in Ukraine. The following article is an attempt to identify and systematize the theoretical and methodological principles for their use for planning of newly formed (amalgamated) territorial community’s development in the context of decentralization reforms. The essence of the roadmapping method was explored. It is determined that this method in combination with the method of constructing scenarios is one of the most promising among a wide range of technologies for the active design of the future, which are used in the strategic management of the socioeconomic development of society. The advantages of its application in planning of ATC’s development were substantiated and indicated the number of shortcomings of this tool (method) that complicate its widespread distribution. The main one is deceptive simplicity from the external format point of view, which turns into a rather complicated process of building a roadmap. The most common types of roadmaps, which are defined in foreign and domestic scientific space are analyzed. It was proposed to conduct the classic methodology during roadmapping in the form of technology roadmapping as the type that most meets the needs of territorial planning. It was the roadmapping of newly formed (amalgamated) territorial community’s development created using the participatory approach that has been constructed. The proposed map takes into account the full cycle of ATC`s development planning. It also includes the development of both main program documents of territorial development — the Strategy and the Plan for the socio-economic development of the amalgamated territorial community. The main stages of their compilation and implementation in the roadmap building are taken into account in accordance with the current regulatory framework of the ATC`s strategic planning. The designed roadmap should help communities avoid the negative effects of planning associated with the imperfection of regulatory and methodological content and the lack of necessary practical experience. Дорожное картирование является признанным инструментарием стратегического планирования и широко используется по всему миру, но в Украине не получило достаточного применения. Представленная статья стала попыткой определить и систематизировать теоретико-методические основы по его использованию в планировании развития объединенных территориальных громад в условиях реформы децентрализации. Исследована сущность метода дорожного картирования и обоснованы преимущества его использования в планировании развития ОТГ. Отмечено ряд недостатков данного инструмента, которые затрудняют его широкое распространение. Предложено проводить картирование по классической методике и в виде technology roadmapp как разновидности, наиболее соответствующей потребностям территориального планирования. Построена дорожная карта развития впервые созданных (объединенных) территориальных громад с использованием партисипативного подхода. | uk |
