| dc.description.abstract | This article deals with the social risks of human development in the context of the system of social protection. The objectives of this paper is to examine the characteristics of social risks of human development in the context of the system of social protection and to develop the scheme for the process of forming social risks, to detect the secondary social risks and their key factors. The author proposed to separate the primary and the secondary social risks of human development. It deepens the understanding of the nature of social risk under current conditions, contributes to a clear allocation of specific social risks and threats for the successful implementation of policy measures. Furthermore, the outlining of the main stages of the rising of social exclusion creates the basis for the analysis capabilities of state intervention in this process at every stage in order to prevent social exclusion by itself by softening of social risks that shaping it. The main outlook for the further research in this area is development of the methodological foundations of the assessment of primary and secondary social risks of human development, which is a necessity for practice in the field of social protection. | uk |
