dc.description.abstractУ статті розглянуті ключові напрями регіональної політики, в основі якої лежить смарт-спеціалізація. Описаний процес відбору галузей, зокрема, лісової, які можуть стати пріоритетними індустріями регіону. Проаналізовано основні показники, що характеризують площу лісів Європи, а також визначено місце України в лісовій екосистемі Європи. Були проаналізовані підходи смарт-спеціалізації у напрямі лісництва у різних країнах Європейського Союзу. Визначено, що за рахунок коштів ЄС існують програми підтримки лісового господарства ( відтворення лісів, а також на впровадження інновацій ведення лісового господарства та збереження природних ресурсів). Здійснено аналіз показників розвитку лісового господарства в Україні у період з 1997 по 2017 рр. Досліджено види фінансової підтримки розвитку лісового господарства в деяких країнах Європи. The article considers the key areas of regional policy, which is based on smart specialization. The process of selection of industries, in particular, forestry, which can become priority industries of the region, is described. The main indicators characterizing the area of forests in Europe are analyzed, and the place of Ukraine in the forest ecosystem of Europe is determined. The approaches of smart specialization in the direction of forestry in different countries of Europe (Sweden, Finland, France, Spain, Germany, Turkey, Italy, Ukraine, Poland, Norway) were analyzed. It is determined that at the expense of EU funds there are programs to support forestry (reforestation, as well as the introduction of innovations in forestry and conservation of natural resources). The analysis of indicators of forestry development in Ukraine (volumes of products (goods and services) of forestry, lands of the forest fund of Ukraine by economic regions, protection of forests from pests and diseases in Ukraine, area of felling in Ukraine) in the period from 1997 to 2017 is carried out. Types of financial support of forestry development in some European countries are investigated. The types of forestry support in European countries (state and non-state) are considered, the types of enterprises involved in forestry are determined, depending on the cranes that receive financial support (consortia of utilities and private enterprises). A case study showing how private pension funds and insurance companies are involved n financing the costs associated with reforestation. There are other types of state support for forestry (technical assistance, which consists in providing free consultations to special state services on the organization of forest management). The results of the study can be used in several areas: ecological sustainability of forestry, increase of forested areas, growth of forests with high quality timber, growth of forest wood potential, increase of forest carbon potential (absorption and retention), increase of forest impact in national economy development; use of forests for recreation, research activities (research, as well as improving the literacy of the population on forests), effective forest management.uk_UA
