Abstract
Метою дослідження є розробка методичних положень щодо формування та розвитку економічного механізму державного регулювання в сфері трансферу технологій в контексті формування інноваційної моделі соціально-економічного розвитку країни. Обґрунтовано методичний підхід щодо оцінки впливу трансферу технологій на підвищення ефективності національного господарства, який дозволив розробити алгоритм та рекомендації моделювання трансферу технологій в національному господарстві, який базується на принципі «Притягнення попиту». Ефективність такого моделювання підтверджується практикою провідних країн світу, що обрали інновації як основу стабільного зростання економіки. Порівняно з моделлю «Відштовхування від технологій» модель «Притягнення попиту» має перевагу в тому, що науковий сектор має в більшій мірі орієнтуватись на потреби підприємницького сектору, нові ідеї мають перетворюватись на ринкові продукти і приносити прибуток. Це особливо актуально за умов обмеженості фінансових ресурсів, що виділяються на інноваційну діяльність в Україні.
The purpose of the study is to develop methodological provisions regarding the development of the economic mechanism for state regulation in the field of technology transfer in the context of innovative model for country's socio-economic development. A methodical approach to assessing the impact of technology transfer on improving the efficiency of the national economy is proposed, which made it possible to develop an algorithm and recommendations for modeling technology transfer in the national economy, which based on the principle of “Demand-Pull”. The effectiveness of such modeling is confirmed by the practice of the world's leading countries that have chosen innovation as the basis for stable economic growth. Compared to the “Technology-Push” model, the “Demand-Pull” model has the advantage that the scientific sector should be more oriented to the needs of business sector; new ideas should turn into marketable products and bring profit. This is especially relevant given the limited financial resources allocated to R&D in Ukraine. The organizational and economic mechanism of the state regulation for technology transfer is a set of organizational forms and economic methods, macro and micro level tools with a complex of normative, legal, informational and methodological support for the transfer of new knowledge from scientific development to its implementing into production. Key elements of the organizational and economic mechanism for technology transfer can be considered: forms; methods; tools; levers; regulatory and legal support; information support. Generalization of the forms and methods for regulation of technology transfer makes it possible to suggest the dynamic model scheme of organizational and economic mechanism for technology transfer state regulation approach. The analysis of their advantages and disadvantages makes it possible to form an idea about the possibilities of technology transfer and to draw conclusions about the prospects of introducing such organizational form as a “turnkey business”, which involves innovation projects based on domestic technological universities capable to compete at the international level.
