Abstract
Ефективне практичне забезпечення митної безпеки можливе лише при умові адекватного та всебічного розгляду питання щодо визначення терміну "митна безпека". За результатами дослідження було визначено п’ять підходів щодо визначення сутності митної безпеки.
Дослідивши методи та способи оцінки митної безпеки, вважаємо, що індикатори митної безпеки мають відповідати кільком вимогам: комплексно характеризувати стан забезпечення митних інтересів держави, бути інформативними, простими та зрозумілими для розрахунку, а також мати статистичні дані, що легко доступні для розрахунку показників. Отже, проведено розрахунок таких показників. Визначено, що забезпечення безпеки митниці в Україні напряму залежить від створення умов для ефективного адміністрування митних платежів, яке включає інституційні та фінансові аспекти.
Досліджено, що покращення митного адміністрування полягають у зменшенні загроз митній безпеці, тож визначено напрями покращення митного адміністрування. Одним із ключових завдань удосконалення митної справи та забезпечення митної безпеки є подальша гармонізація митного законодавства України з законодавством ЄС.
Effective practical provision of customs security is only possible with adequate and comprehensive consideration of the definition of "customs security." Five approaches to defining the essence of customs security have been identified through research.
Having examined methods and means of assessing customs security, we believe that customs security indicators should meet several requirements: comprehensively characterize the state of ensuring the customs interests of the state, be informative, simple, and understandable for calculation, as well as have statistical data readily available for calculating indicators. Therefore, the calculation of such indicators has been carried out. It has been determined that ensuring customs security in Ukraine directly depends on creating conditions for effective administration of customs payments, which includes institutional and financial aspects.
It has been found that improvements in customs administration involve reducing threats to customs security, thus identifying directions for improving customs administration. One of the key tasks in improving customs affairs and ensuring customs security is further harmonization of Ukraine's customs legislation with EU legislation.
