Abstract
У статті здійснено розрахунок інтегрального індексу економічного уповноваження жінок (WEE) для України та ЄС, що охоплює показники участі у ринку праці (LFP), фінансової автономії (FIN), соціальної підтримки (SOC), освіти (EDU) та підприємництва (ENT). За результатами розрахунків лідерами є Люксембург, Португалія та Швеція, тоді як Україна посіла останнє місце серед досліджуваних країн. На основі індексу економічного уповноваження жінок проведено кластеризацію країн Європейського Союзу та України. За результатами модельно-орієнтованої кластеризації виокремлено чотири групи країн із відмінним співвідношенням сильних та слабких сторін у розрізі ключових вимірів індексу економічного уповноваження жінок. У дослідженні проведено детальну інтерпретацію кожного кластера та визначено ключові чинники, що формують їхню специфіку. На основі виявлених закономірностей запропоновано пріоритетні напрями політики для кожної групи країн, а також окреслено практичні рекомендації для України як країни-кандидата на вступ до ЄС щодо гармонізації національного законодавства з європейськими стандартами.
This article presents the calculation of a composite index of women's economic empowerment (WEE) for Ukraine and European Union member states. The developed index incorporates five key socio-economic dimensions such as labor force participation (LFP), financial autonomy (FIN), social support (SOC), education (EDU) and entrepreneurship (ENT). The quantitative assessment reveals significant disparities across the European Union, identifying Luxembourg, Portugal, and Sweden as leaders in women's economic empowerment. Conversely, the findings indicate that Ukraine currently occupies the last position among the studied countries, highlighting the need for structural reforms and targeted policy interventions.
Based on the calculated index, a model-based clustering approach was applied to identify similar groups of countries. To ensure the statistical validity of the clustering, the optimal number of clusters was determined using a combination of the Bayesian information criterion (BIC) and the Akaike information criterion (AIC), while the quality of country membership was verified through Silhouette score. The findings reveal four distinct clusters characterized by specific structural imbalances and varying configurations of strengths and weaknesses across the considered dimensions.
A detailed interpretation of each cluster is provided, highlighting the underlying factors that shape their development patterns. The analysis demonstrates that even countries with relatively high levels of women's economic empowerment may face internal disparities that limit the full realization of women's economic potential. Building on the identified patterns, the study substantiates the relevance of a differentiated policy approach tailored to the specific characteristics of each cluster.
Furthermore, the article proposes priority policy directions aimed at addressing structural barriers and enhancing gender equality outcomes within each group of countries. Special emphasis is placed on Ukraine as an EU candidate country, with practical recommendations focused on aligning national legislation with the EU acquis and strengthening institutional mechanisms for promoting gender equality. The results contribute to a better understanding of cross-country heterogeneity in women's economic empowerment and provide a basis for more targeted and effective policy design.
