| dc.description.abstract | Здійснено дефініцію сутності трудового потенціалу регіональної системи. Обґрунтовано його компоненти та показники, що їх формують. Запропоновано схематичну послідовність оцінювання трудового потенціалу регіону на основі експертного інтегрального підходу та кластерного аналізу. Використання кластер-аналізу дозволить згрупувати регіони за ідентичними характеристиками, що дозволить приймати зважені управлінські рішення у цій сфері. | uk |
| dc.description.abstract | Aim of the paper: to develop a sequence of evaluation of labor potential of regional system with determination of the core of regional labor potential, justification of its components, indicators and methodology of evaluation. The core of labor potential of regional system with regard to its evolution is studied. The sequence of estimation of regional labor potential is proposed, it includes 12 stages: justification of the components of regional labor potential; justification of indicators that characterize regional labor potential; selection of statistics in order to calculate estimates; justification of methodology of the evaluation of regional labor potential; determination of the significance of the components of regional labor potential; determination of benchmarks of selected indicators; calculation and evaluation of selected indicators according to the actual level; determination of the components of regional labor potential; formation of integrated indicators of regional labor potential; analysis of integrated indicators of regional labor potential; cluster analysis of the components of regional labor potential; interpretation of results of the evaluation. The components of labor potential of regional system are grounded, trhese include: medical and biological, demographic, educational, economic and motivational, social and psychological, professional skills and qualification, creative and intellectual, organizational ones. A list of the labor potential estimates, which can be both motivators and demotivators, and can be defined qualitatively or quantitatively, is formed according to the above mentioned components. The application of integrated expert method and cluster analysis in the evaluation is grounded, that makes it possible not only to determine its level and compare in dynamics or to the benchmarks, but also form clusters in the regions. The combination of regions in clusters according to certain components will make it possible to reveal identical trends and formulate a common policy in the clustering. It is recommended to apply the results of the evaluation according to the indicated sequence in order to manage the regional systems in Ukraine. | uk |
