| dc.description.abstract | У статті визначено детермінанти цифровізації економіки та суспільства. Процес цифровізації призвів до розгортання четвертої промислової революції. Розвиток цифрових технологій актуалізує питання переходу від споживання ресурсів до створення їх електронних аналогів, онлайн використання бізнес-процесів, транзакцій, бізнес-взаємодії. Застосування методів кластерного аналізу, комбінованої оцінки, кількісного та якісного порівнянь дало можливість вирішити наступні завдання: по-перше, визначити фактори впливу на темпи діджиталізації; по-друге, здійснити групування та ранжування країн за показниками інтегральних індексів; по-третє, виявити новітні ініціативи Євросоюзу щодо цифрової та інноваційної конкурентоспроможності країн-членів; по-четверте, розглянути інструменти реалізації програм EUCuber та EU4Digital; по-п’яте, ідентифікувати механізми розширення Єдиного цифрового ринку ЄС на Східні країни-сусіди. The article is devoted to determinants of economy and society digitalization. The process of digitalization led to the unfolding of the fourth industrial revolution. The development of digital technologies raises the issue of transition from resource consumption to the creation of their electronic counterparts, online use of business processes, transactions, business interactions. Application of cluster analysis, the combined evaluation of quantitative and oxygen comparisons enabled the author to solve the following problems: first, to determine the factors influencing the pace of digitalization; secondly, to group and rank countries according to the indicators of integrated indices; thirdly, to identify the latest EU initiatives on the digital and innovative competitiveness of member states; fourth, consider the tools for implementing EUCuber and EU4Digital programs; fifthly, to identify mechanisms for expanding the single digital market in the EU Eastern neighbors. The paper examines the indicators of the International Index of Digital Economy and Society, the Index of Digital Evolution or Digital Intelligence, the Index of Digitization of Economy and Society. The countries are grouped and ranked according to the characteristics of four clusters: 1) countries-leaders of digitalization; 2) state in which reduced market growth of digital services; 3) advanced explosives or countries that are at the peak of digital development; 4) troubled states or observers with a low level of digitalization. The author analyzes the structural and functional characteristics of the digital economy and information society. The list of digital professions is growing in the labor market. A worker who uses digital technologies gets digital freedom, becomes mobile and does not need to be constantly at work. Government agencies implement the block chain concept in the field of justice, registration of property rights, identification. The idea of a smart city involves the modernization of urban infrastructure, the use of green technologies, smart grids, the Internet of Things. The development of video surveillance systems using drones and a network of cameras contributes to security on the city streets. | uk_UA |
