| dc.description.abstract | У статті визначено теоретико-методологічні засади інклюзивного зростання на основі узагальнення наукових поглядів та концептуальних положень. Розглянуто специфіку інклюзивного вектору суспільних перетворень у порівнянні з особливостями сталого економічного розвитку. Виявлено основні ключові аспекти інклюзивного зростання, до яких віднесено інвестиції в людський капітал, створення нових робочих місць, структурну трансформацію національної економіки, прогресивну податкову політику, соціальний захист, недопущення дискримінації, соціальну інтеграцію та активізацію участі соціальних інститутів. Доведено, що імплементація методологічного підходу інклюзивного розвитку в національну стратегію модернізації економіки та реформування публічного управління визначає необхідність балансування домінуючого інклюзивного зростання на основі гармонізації зв'язків у тріаді — економіка, суспільство та навколишнє середовище, поєднання яких формує відповідні цільові орієнтири. Авторами проведено комплексний аналіз методичних підходів до інтегрального оцінювання інклюзивного розвитку з урахуванням міжнародних стандартів та національних пріоритетів. Запропоновано алгоритми та методики інтегрального оцінювання інклюзивного розвитку на національному та місцевому рівнях. У статті обгрунтовано доцільність застосування інтегрального індексу інклюзивного розвитку для оцінювання рівня розвитку економіки з урахуванням визначальних макроекономічних показників валового внутрішнього продукту на душу населення (ВВП) та індексу розвитку людського потенціалу (ІРЛП), відокремлене використання яких сьогодні не відображає достовірно сучасний рівень розвитку суспільства і добробуту населення. В статті наведено результати проведеної інтегральної оцінки інклюзивного рівня національної економіки та локального ринку праці. Інтегральне оцінювання інклюзивного зростання в Україні згідно з традиційною методикою дало змогу отримати такі результати: через поглиблення бідності, безробіття, боргове фінансування економіка Україна протягом багатьох років недоотримує значну частку ВВП. Запропоновано методичні підходи до комплексної інтегральної оцінки локального ринку праці з урахуванням специфіки муніципалітетів за алгоритмом, який складається з шести послідовних етапів: обгрунтування переліку параметрів, розробка карти експертних оцінок параметрів діагностики ситуації на локальному ринку праці, розрахунок індивідуальних (за кожним параметром) та інтегральної оцінки ситуації на ринку праці, ідентифікація ситуації на локальному ринку праці, виявлення проблемних місць (моментів), розробка й обгрунтування адресних рекомендацій, націлених на їх нормалізацію. Здійснено комплексну соціально-статистичну оцінку ситуації на локальному ринку праці Луганської, Чернігівської областей та м. Києва. Обгрунтовано можливість вдосконалювати методику інтегральної оцінки за рахунок розширення низки охоплюваних дослідженням показників-індикаторів, аби отримувати точніші результати та виокремлювати основні проблеми й деструктивні чинники, що ускладнюють інклюзивне зростання. This article determines theoretical and methodological principles of inclusive growth, which are based on generalization of scientific views and conceptual provisions. It considers the specifics of the inclusive vector of social transformations in comparison with the peculiarities of sustainable economic development. It has been proved that the implementation of the methodological approach of inclusive development into the national strategy of modernizing the economy and reforming public administration determines the need to balance the dominant inclusive growth on the basis of harmonization of the interconnections between the economy, society and the environment, the combination of which forms the corresponding target benchmarks. Considering international standards and national priorities, the authors carried out a comprehensive analysis of methodological approaches to the integrated assessment of inclusive development. Authors proposed the algorithms and methods of the integrated assessment of inclusive development at the national and local levels. The article substantiates the expediency of the use of the integral index of inclusive development for the estimation of the level of economic development taking into account the defining macroeconomic indicators of the gross domestic product per capita (GDP) and the human development index (HDI), the separate use of which today does not accurately reflect the current level of development of society and welfare of the population. The article presents the results of the integrated assessment of the inclusive level of the national economy and the local labor market. Integrated assessment of inclusive growth in Ukraine in accordance with the traditional methodology led to the following conclusion: due to the increasing levels of poverty, unemployment, debt financing, Ukraine for many years has been losing a significant share of GDP. Taking into consideration the methodical approaches to a comprehensive integrated assessment of the local labor market and the specificity of municipalities, an algorithm consisting of six consecutive steps are proposed: substantiation of the list of the parameters, development of a parameters map for expert assessments of the situation, diagnostics of the local labor market, calculation of individual (for each parameter) and integral assessment situation in the labor market, identification of the situation on the local labor market, identification of problem areas, development and justification of the address recommendations aimed at normalizing them. A comprehensive socio-statistical assessment of the situation on the local labor market of Luhansk, Chernihiv oblasts and Kyiv were carried out. To improve integrated assessment methodology, authors substantiated the opportunities to improve the integrated by expanding the range of the indicators covered by the studies in order to obtain more accurate results and highlight the main problems and destructive factors that aggravate inclusive growth. | uk_UA |
