| dc.description.abstract | У статті досліджено результати реалізації реформи охорони здоров'я в одному з пілотних регіонів – м. Києві. Показано чинники. що вплинули на її запровадження. Досліджено сучасний стан охорони здоров'я у місті, вказано підходи до вирішення проблем із підвищенням фінансового забезпечення лікарів. Основними проблемами сучасної медицини за результатами дослідження визначено низьку мотивацію медичного персоналу, його міграцію за кордон, та, як наслідок,. неефективне витрачання коштів на медичну галузь, тому що за сучасних умов ситуація не покращуєтеся. Зазначено основні шляхи для побудоси системи цілей і завдань вітчизняної медицини для ефектисного бюджетування видатків на неї. | uk |
| dc.description.abstract | The purpose of this article is to study the health care reform implementation in Kyiv, expected and actual results of its promotion. The research task is to consider the consequences of the reforms taken, medical care institution structure changes and the results of the budget fund expenditures, identify factors influenced on the current health care condition in the city and prove that the going money amount increase spent on health care from local and state budget is not a determining impact on its raising efficiency. The article highlights the accomplishment of health service reform results in one of the pilot regions - Kyiv, dwells on the factors influenced on its realization . Current health protection state and the problems of raising financial provision for medical personal are under consideration. The main problems of modern public health according to the research results are defined: low motivation of medical staff, their migration abroad, and, as a consequence, inefficient fund expenditures for the health care service. The scientific novelty of the article is to provide a system of national public health objectives for effective budgeting and spending. | uk |
