Визначено місію і пріоритетність функцій університетів різних типів в сучасному суспільстві, передумови, фактори і особливості їх цифрової трансформації. Здійснено компаративний аналіз діяльностіуніверситетів у структурі національних інноваційних систем, оцінено мотивації, масштаби та структурну динаміку інтернаціоналізації і глобалізації університетської освіти. Проілюстровано науково-освітній потенціал України та конкурентність вітчизняних університетів через призму світових рейтингів, запропоновано конкурентну модель їхнього розвитку у мікро-, макро- та глобальному науково-освітньому середовищі. Запропоновано конкурентну модель розвитку українських університетів у освітньому середовищі із врахуванням світових трендів і практик трансформації у форматі відкритих науки, освіти, інновацій, а також – ресурсних (фінансових, демографічних, міграційних) можливостей та обмежень. The imperatives of transformation in higher education in a paradigm of post industrial knowledge economy are being analyzed. The evolution of intellectual capital is being illustrated by means of, firstly identification and positioning in the institutional structure of the knowledge economy, intellectual economy, social and behavioral economy, creative and network economy in accordance to human, intellectual, social, creative and network capital, and secondly, separation of emotional, cultural and reputation capital. Mission and the priority of functions of various types of universities (educational, research, entrepreneur, classic, professional, corporate, governmental, private, mixed, traditional, virtual, combined) in modern society is being shown. Factors and peculiarities of the universities digital transformation as an non-alternative strategy of their further development caused by unprecedented ICT growth in business, regulatory practices, social communications; requirements of constantly digitalizing labor market; non-traditional way of thinking, life and professional values, formats and styles of behaviour of Z-generation; global growing interuniversity competition on mass condition and necessity of higher education economizing, is being analyzed. A comparative analysis of national innovative systems functioning, where the key role belongs to the universities as intellectual capital generators and innovation progress, is performed. We have estimated the motivations, factors, scopes, and structural dynamics of internationalization and globalization in higher education, their prerequisites being academic mobility, transnationalization, digitalization, liberalization of service trade, and migrational regimes). It has been demonstrated that as a result of digitally based informatization, professional standardization, cross-cultural unification, establishment of the world market, there happens an establishment of a global market for educational services with key actors here being world class research and for profit universities. We have proposed ways of identifying the most productive forms of commercialization of research and educational activities of universities in the concept of strategic partnership ‘science - business - education’ start-ups, venture funds, and enterprises, consortiums, centers for shared use databases, business consulting, mutual social projects. Along with an increase in sources and amount of financing, strengthening of the cooperation with business, improving the positive image and brand, we have demonstrated the possibilities for obtaining a network effect based on the realization of mutual intellectual property rights and establishment of network capital as a result of a cooperation between local, national, and global teams, partnerships, associations, communities. We have identified the determinants of effective strategies for quality assurance of higher education within the coordinates of inner and outer (global) systems and their monitoring, and evaluation (American Quality Award Malcom Baldrige, European Excellence Model EFQM) - innovativeness, resources availability, transparency, digital adaptivity. We have demonstrated the research and education potential of Ukraine through world ratings (human development, innovations, network readiness, economic freedom, easiness of doing business, perception of corruption and global competitiveness) and national higher education systems and universities (according to QS and THE). We have identified micro- and macro problems of development of national university education and proposed ways and measures of addressing them. We have proposed a competitive model for the development of Ukrainian universities in the educational environment taking into account world trends and practices of transformations in the format of open science, education, innovations, as well as - resource (financial, demographic, migrantional) possibilities and restrictions. We have identified the following organizational principles and factors of their international competitiveness: concentration of talents, academic quality, effective research and development, integration of scientific research and teaching, diversified financing, entrepreneurship motivation, behaviour and culture, developed education and research and entrepreneurship infrastructure.
