Уточнено зміст поняття стратегічного управління екологічними інноваціями та розвинуто стратегічний підхід до їх управління на засадах інтеграції економічних, екологічних і соціальних орієнтирів. Удосконалено механізм оцінювання ефективності стратегічного управління екологічними інноваціями та обґрунтовано методичний підхід до діагностики рівня екологізації аграрних підприємств на основі інтегрального індексу екологічних інновацій із використанням методу нормування та вагових коефіцієнтів. Це дало змогу визначити рівень екологічної зрілості підприємств і виявити диспропорції їх розвитку. Проаналізовано сучасний стан і тенденції розвитку екологічних інновацій в агробізнесі України, визначено ключові фактори впливу на результативність діяльності підприємств. Обґрунтовано напрями підвищення ефективності стратегічного управління екологічними інноваціями. Розроблено збалансований механізм стратегічного управління екологічними інноваціями в агробізнесі, що ґрунтується на інтеграції ESG-підходу, цифровізації управлінських процесів та застосуванні інструментів аналітичної підтримки прийняття рішень, що забезпечує підвищення рівня адаптивності, прозорості та результативності діяльності підприємств. Результати дослідження впроваджено в діяльність аграрних підприємств, що підтверджує їх практичну значущість. The dissertation is devoted to the study of theoretical, methodological, and practical aspects of the strategic management of environmental innovations in agribusiness. It systematizes modern scientific approaches to the management of environmental innovations with the aim of enhancing the efficiency and competitiveness of agricultural enterprises in Ukraine, as well as ensuring their long-term sustainable development under conditions of increasing environmental challenges and global transformations. The essence and content of the concept of strategic management of environmental innovations are clarified, taking into account contemporary economic conditions, environmental priorities, and social responsibility requirements. A strategic approach to the management of environmental innovations is further developed based on the integration of economic, environmental, and social objectives, which allows for a comprehensive consideration of sustainability factors in the decision-making process. The mechanism for evaluating the effectiveness of strategic management of environmental innovations is improved, and a methodological approach to diagnosing the level of environmentalization of agricultural enterprises is substantiated. This approach is based on an integral index of environmental innovations (IEI), which is calculated based on the synergy of quantitative and qualitative parameters structured along three key vectors: environmental efficiency, innovativeness of technological solutions, and the level of strategic institutionalization of environmental policy (ISO 14001, GRI, ESG reporting). The proposed methodological approach includes the determination of the level of environmental maturity of agricultural enterprises through the implementation of the min–max normalization method for heterogeneous indicators and the application of weighting coefficients. This ensures a more objective, reliable, and comprehensive assessment of environmental transformation processes at the enterprise level. At the same time, it enables the transition from passive recording of resource consumption and environmental costs to proactive, forward-looking strategic management of environmental transformations in agribusiness. Furthermore, a methodological approach to the strategic management of environmental innovations in agribusiness is developed. In contrast to existing approaches, it is based on the integration of the “Single Source of Truth” principle into the digital management architecture, which ensures consistency, transparency, and reliability of data used for informed managerial decision-making. This is achieved through the combination of predictive monitoring of environmental resonance with agrotechnologies, normalization algorithms, correlation analysis, and extrapolation, as well as the formation of a unified AI-based decision-support module. Such integration of digital tools and analytical methods significantly expands the possibilities for processing large volumes of heterogeneous data and increases the accuracy of forecasting and planning. The implementation of this approach ensures the systematic identification of cause-and-effect relationships between technological, economic, and environmental parameters, enhances the adaptability and flexibility of management decisions, and increases the overall effectiveness of the strategic development of agribusiness enterprises in a dynamic external environment. The study makes it possible to determine the level of environmental maturity of enterprises and to identify structural imbalances and asymmetries in their development. The current state and development trends of environmental innovations in Ukraine’s agribusiness are analyzed in detail, and key internal and external factors influencing enterprise performance are identified and systematized. Based on the obtained results, directions for improving the effectiveness of strategic management of environmental innovations are substantiated. In particular, a balanced mechanism for strategic management of environmental innovations in agribusiness is developed, based on the integration of the ESG approach, digitalization of management processes, and the application of modern analytical decision-support tools. This ensures increased adaptability, transparency, resilience, and performance of agricultural enterprises under conditions of modern economic, environmental, and institutional challenges. The research results have been implemented in the activities of agricultural enterprises, which confirms their practical significance, effectiveness, and applicability in real business conditions.Item Адміністративно-правове регулювання сільськогосподарської діяльності в умовах особливого періоду(Київський національний економічний університет імені Вадима Гетьмана, 2026-06-09) Гудима, Олександр Петрович; Hudyma, Oleksandr; Чорна, Вікторія ГригорівнаУ дисертації здійснено комплексне дослідження адміністративно-правове регулювання сільськогосподарської діяльності в умовах особливого періоду. Розкрито поняття, ознаки, правову природу та види сільськогосподарської діяльності як об’єктів адміністративно-правового регулювання. Відзначено, що сільськогосподарська діяльність є самостійним об’єктом адміністративно-правового регулювання та спеціальним комплексним видом господарської діяльності аграрного спрямування, правова природа якого має подвійний характер і поєднує приватногосподарські та публічно-правові елементи; запропоновано авторське визначення сільськогосподарської діяльності як пов’язаної з використанням земель, водних та інших природних ресурсів комплексної господарської діяльності з виробництва, первинної обробки, переробки, зберігання, реалізації сільськогосподарської продукції та надання безпосередньо пов’язаних із цим послуг, спрямованої на забезпечення продовольчих та інших суспільно значущих потреб, а також доведено доцільність удосконалення законодавчої дефініції цього поняття шляхом відмежування його змісту від переліку видів сільськогосподарської діяльності та нормативного закріплення її ключових ознак - природоресурсної зумовленості, біологічного характеру, комплексності, спеціального суб’єктного складу, суспільної значущості та підвищеної залежності від публічного адміністрування. З’ясовано особливості реалізації принципів а аналізованій сфері в умовах особливого періоду, які об’єднано у три групи: загально-правові, спеціальні, функціональні. Визначено поняття та структуру механізму адміністративно-правового регулювання сільськогосподарської діяльності в умовах особливого періоду. Встановлено його специфіку та елементи (основні (базові), функціонально-процедурні, забезпечувальні). Охарактеризовано зміст нормативно-правових актів, якими регулюється сільськогосподарська діяльність в умовах особливого періоду, а також особливості структури відповідних адміністративно-правових відносин. З’ясовано місце правосвідомості і правової культури суб’єктів публічного адміністрування у аналізованому механізмі. У результаті аналізу зарубіжного досвіду зазначено можливості його упровадження в Україні. Обґрунтовано шляхи підвищення ефективності адміністративно-правового регулювання сільськогосподарської діяльності в умовах особливого періоду. The dissertation presents a comprehensive study of the administrative and legal regulation of agricultural activity under the conditions of a special period. The concepts, features, legal nature, and types of agricultural activity as objects of administrative and legal regulation are disclosed. It is noted that agricultural activity is an independent object of administrative and legal regulation and a special complex type of economic activity of an agrarian nature, the legal nature of which is dual and combines private economic and public legal elements. The author’s definition of agricultural activity is proposed as a complex economic activity related to the use of land, water, and other natural resources, involving the production, primary processing, processing, storage, and sale of agricultural products, as well as the provision of services directly related thereto, aimed at ensuring food and other socially significant needs. The expediency of improving the legislative definition of this concept is also substantiated by distinguishing its content from the list of types of agricultural activity and by legally enshrining its key features: natural-resource dependence, biological character, complexity, special subject composition, social significance, and increased dependence on public administration. The specific features of implementing principles in the analyzed sphere under the conditions of a special period are clarified and grouped into three categories: general legal, special, and functional principles. The concept and structure of the mechanism of administrative and legal regulation of agricultural activity under the conditions of a special period are defined. Its specificity and elements are established: basic elements, functional-procedural elements, and supporting elements. The content of normative legal acts regulating agricultural activity under the conditions of a special period is characterized, as well as the structural features of the relevant administrative and legal relations. The place of legal awareness and legal culture of public administration subjects within the analyzed mechanism is clarified. As a result of the analysis of foreign experience, the possibilities of its implementation in Ukraine are identified. As a result of comparing the concepts of "physical culture" and "sport", it was established: physical culture as a broader concept encompasses a system of social relations, values, norms, practices and organizational forms aimed at ensuring the physical development of an individual, preserving the health of the population, forming resilience, social cohesion and readiness of citizens to effectively function in conditions of crisis situations and security threats; sport is a specialized segment of physical culture and is characterized by organization, competitiveness, institutional formality, regulatory order and the ability to perform not only competitive, but also socialization, educational, representative and security functions. It is determined that the principles of regulating the sphere of physical culture and sports as an element of national security of Ukraine are a systematically organized set of objectively determined, normatively fixed and functionally directed principles that determine the content, directions and limits of the administrative and legal influence of the state on the development of this sphere in order to ensure the physical fitness of the population, increase the level of its vitality, form mobilization readiness and strengthen the defense capability of the state. State policy in this sphere is a purposeful, normatively regulated, institutionally and organizationally supported activity of public administration bodies aimed at strengthening the physical, psychological and social potential of the population, developing sports infrastructure, supporting mass, inclusive and professional sports, ensuring the rehabilitation of military personnel and veterans, as well as integrating physical culture into the system of national resistance, patriotic education and restoration of human capital. Public administration in the field of physical culture and sports as an element of national security of Ukraine is defined as a hierarchically organized and functionally interconnected system of authorized entities, whose activities are aimed at the development of physical culture and sports, strengthening human potential, social stability, defense capability, rehabilitation capacity and protection of the national interests of Ukraine. It is argued that the tools of public administration in the field of physical culture and sports as an element of national security of Ukraine are a set of legal, organizational, informational, technical, financial and economic, control and coordination tools used by authorized entities of public administration to implement state policy in the relevant field, ensure public interest, maintain physical fitness of the population, develop sports infrastructure, organize physical culture and sports rehabilitation, strengthen human potential, social stability and national security of Ukraine. The following features have been identified: targeted focus on achieving public interest; implementation within the legal competence of public administration entities; legal certainty and regulatory consolidation; functional suitability for solving specific tasks; integrative nature: combination of legal, organizational, informational and technical means; flexibility and adaptability depending on the management level and conditions; focus on effectiveness and efficiency; controllability and accountability; systematicity and structure. В основу дослідження покладено припущення про те, що інтенсифікація розвитку не може бути зведена до прискорення розвитку, нарощування масштабів діяльності чи підвищення ефективності використання ресурсів. Натомість її доцільно розглядати через продуктивність процесів формування, реалізації та відтворення якісних змін, що проявляється у здатності розвитку генерувати нові можливості подальших змін. Така постановка питання зумовлює необхідність переходу від аналізу окремих параметрів діяльності до дослідження закономірностей формування та відтворення розвитку суб’єктів підприємництва. The dissertation research is devoted to solving a scientific problem related to the development of theoretical and methodological foundations for intensifying the development of entrepreneurial entities under conditions of socio-economic instability. The study is based on the assumption that development intensification cannot be reduced to accelerating development, expanding the scale of activities, or improving the efficiency of resource utilization. Instead, it is advisable to consider it through the productivity of the processes of formation, implementation, and reproduction of qualitative changes, manifested in the ability of development to generate new opportunities for further change. Актуальність теми зумовлена тим, що повномасштабна збройна агресія Російської Федерації, попередній досвід пандемії COVID-19 та супутні енергетичні й логістичні кризи докорінно змінили умови функціонування сектору, який традиційно вважали захищеним від кон’юнктурних коливань. Реформа фінансування через Національну службу здоров’я України та Програму медичних гарантій переконфігурувала структуру ланцюгів створення вартості сектору. Водночас залежність від імпорту активних фармацевтичних інгредієнтів і медичного обладнання та цифровізація через електронну систему охорони здоров’я сформували нову конфігурацію вартості з властивими їй джерелами резилієнтності та вразливості. За таких обставин традиційні оптимізаційні моделі управління ланцюгами постачання у секторі охорони здоров'я виявляються недостатніми, що актуалізує потребу в інструментарії, орієнтованому на формування резилієнтних ланцюгів створення вартості. Метою дисертаційного дослідження є поглиблення теоретико-методичних засад і розроблення прикладного інструментарію формування та забезпечення резилієнтності ланцюгів створення вартості у секторі охорони здоров’я України в умовах геополітичних потрясінь. Об’єктом дослідження є процеси формування й функціонування ланцюгів створення вартості у секторі охорони здоров’я, предметом – теоретико-методичні засади та інструментарій їх діагностики, проєктування й підвищення резилієнтності. Для досягнення поставленої мети систематизовано теоретичні концепції створення вартості та адаптовано їх до специфіки сектору охорони здоров’я; розроблено методологічний підхід і систему показників резилієнтності; проведено мікроекономічну діагностику ланцюгів створення вартості сектору в Україні; ідентифіковано критичні вузли ланцюгів створення вартості; обґрунтовано сценарний і кейс-аналітичний інструментарій оцінювання стану та вибору стратегічного режиму для ланцюгів створення вартості, а також запропоновано модель поетапного підвищення їх резилієнтності в умовах геополітичних потрясінь. The dissertation presents a comprehensive study of the formation of value chains in Ukraine’s healthcare sector and of the assurance of their resilience under geopolitical disruptions. The relevance of the topic stems from the fact that Russia’s full-scale military invasion, the earlier experience of the COVID-19 pandemic, and the accompanying energy and logistics crises have fundamentally altered the operating conditions of a sector traditionally regarded as insulated from cyclical fluctuations. The financing reform implemented through the National Health Service of Ukraine and the Programme of Medical Guarantees has reconfigured the structure of the sector’s value chains. At the same time, dependence on imported active pharmaceutical ingredients and medical equipment, together with digitalisation through the electronic healthcare system, has shaped a new value configuration with its own sources of resilience and vulnerability. Under these conditions, conventional optimisation models for managing supply chains in the healthcare sector prove insufficient, which underscores the need for instruments oriented toward the formation of resilient value chains. The aim of the dissertation is to deepen the theoretical and methodical foundations and to develop applied instruments for the formation and resilience assurance of value chains in Ukraine’s healthcare sector under geopolitical disruptions. The object of the research is the processes of formation and functioning of value chains in the healthcare sector; the subject is the theoretical and methodical foundations and the toolkit for their diagnosis, design, and resilience enhancement. У роботі досліджено генезис організованих товарних ринків та еволюцію їх інституційної архітектури. Встановлено, що сучасні організовані товарні ринки є результатом тривалого розвитку механізмів ринкової координації, який супроводжувався ускладненням біржових інститутів, розвитком стандартизації контрактів, клірингових механізмів та систем управління ризиками. Обґрунтовано, що сучасний організований товарний ринок доцільно розглядати як багаторівневу систему взаємодії торговельних, фінансових, інформаційних та інфраструктурних елементів, яка забезпечує не лише функції обміну, а й формування цінових орієнтирів, управління ризиками та підтримку економічної безпеки. The dissertation is devoted to the development of theoretical and methodological foundations for the transformation of organized commodity markets in Ukraine, the design of a methodological framework for assessing the level of development of their ecosystem, and the substantiation of strategic directions for their further modernization under conditions of digitalization, European integration, and post-war economic recovery. The study investigates the genesis of organized commodity markets and the evolution of their institutional architecture. It is argued that modern organized commodity markets are the result of a long-term evolution of market coordination mechanisms accompanied by the development of exchange institutions, contract standardization, clearing systems, and risk management instruments. Еволюцію теорії інвестування та сутність інвестиційного потенціалу підприємства розглянуто на базі наукового аналізу, що ґрунтується на сучасних теоретичних і методичних підходах до економічного розвитку. Обґрунтовано, що інвестиційний потенціал підприємства ініціює інвестиційну діяльність, відображає можливості підприємств до інвестиційного розвитку, реалізовані через доступні ресурси, компетентність персоналу та готовність ефективно використовувати їх для інвестиційних цілей, прибутку та соціального ефекту. Встановлено, що для формування інвестиційного потенціалу підприємства пропонуються теоретичні підходи у розрізі: ресурсного, інноваційного, ринкового, системного, функціонального, економіко-математичного. Ці наукові підходи розкривають унікальні аспекти інвестиційного потенціалу та визначають сильні сторони та обмеження можливостей підприємств. The dissertation research explores the theoretical basis and methodological tools for assessing the effectiveness of the formation, state and use of investment potential of enterprises of the agro-industrial complex. The evolution of the theory of investment and the essence of the investment potential of the enterprise are considered on the basis of scientific analysis based on modern theoretical and methodological approaches to economic development. It is substantiated that the investment potential of the enterprise initiates investment activity, reflects the capabilities of enterprises for investment development, implemented through available resources, personnel competence and readiness to effectively use them for investment purposes, profit and social effect. It is established that theoretical approaches are proposed for the formation of the investment potential of the enterprise in the following categories: resource, innovation, market, systemic, functional, economic and mathematical. The dissertation is devoted to the study of the theoretical and methodological foundations and practical aspects of bank lending for green projects in the context of the transformation of the financial sector and the transition to the principles of sustainable development. The research has generated new scientifically substantiated results of both theoretical and practical significance. The scientific novelty of the obtained results lies in the further development of theoretical provisions and the improvement of methodological approaches to bank lending for green projects through the integration of ESG criteria into the lending process, the systematization of the economic essence and principles of green lending, the substantiation of mechanisms for assessing environmental risks and the impact of projects on sustainable development, as well as the enhancement of bank credit risk management instruments in the context of achieving sustainable development goals and supporting the post-war reconstruction of Ukraine. The study presents a scientifically substantiated approach to the standardization of environmental lending procedures, taking into account the principles of the EU Taxonomy, ESG criteria, and national decarbonization priorities. У роботі аналізуються закономірності трансформації споживчих рішень під впливом економічних, маркетингових, соціальних, психологічних та цифрових факторів, а також формулюються науково обґрунтовані рекомендації щодо створення ефективних механізмів адаптації суб’єктів ринкової діяльності до нових форм взаємодії із споживачами в контексті управління споживчою поведінкою. Основний фокус уваги в роботі спрямований на споживача як об’єкт маркетингової діяльності, принципи і критерії формування моделі споживчої поведінки під впливом турбулентних змін навколишнього середовища. У дослідженні визначено, що у періоди турбулентності споживча поведінка стає більш складною, динамічною та багатовекторною, що вимагає перегляду традиційних підходів до її аналізу й управління. Поведінка споживача в сучасному маркетингу під впливом факторів нестабільності глобального і локального походження зазнає суттєвих змін і трансформацій, що вимагає перегляду традиційних підходів до її вивчення, класифікації факторів впливу на свідомість і дії споживача, інструментарію управління споживчим сприйняттям і реакціями на стимули зовнішнього і внутрішнього характеру. Метою дисертаційного дослідження є поглиблення теоретико-методологічних засад і розробка практичних рекомендацій для вдосконалення процесів управління поведінкою споживача, враховуючи вплив факторів турбулентного маркетингового середовища. This doctoral thesis is devoted to the theoretical justification and refinement of methodological approaches, as well as the practical analysis of consumer behaviour in a turbulent marketing environment. The work analyses the patterns of transformation in consumer decisions under the influence of economic, marketing, social, psychological and digital factors, and formulates scientifically grounded recommendations for creating effective mechanisms to enable market participants to adapt to new forms of interaction with consumers in the context of consumer behaviour management. The main focus of the paper is on the consumer as the object of marketing activity, and on the principles and criteria for developing a model of consumer behaviour under the influence of turbulent changes in the environment. The study has found that, during periods of turbulence, consumer behaviour becomes more complex, dynamic and multifaceted, requiring a re-evaluation of traditional approaches to its analysis and management. In modern marketing, consumer behaviour, influenced by factors of instability of both global and local origin, undergoes significant changes and transformations, necessitating a re-examination of traditional approaches to its study, the classification of factors influencing consumer awareness and actions, and the tools used to manage consumer perceptions and reactions to external and internal stimuli. Обґрунтовано, що сучасна система міжнародного фінансування поступово переходить від інституційно опосередкованої моделі, у якій провідну роль відіграють банки, фондові біржі, інвестиційні фонди та міжнародні фінансові інституції, до більш гнучкої протокольно-мережевої моделі, заснованої на цифрових платформах, токенізованих активах, стейблкоїнах і DeFi-протоколах. The dissertation examines the theoretical and methodological foundations for the development of innovative instruments of international financing within the system of decentralized finance. The study identifies key changes in financial and economic interaction under the influence of digitalization, blockchain technologies, asset tokenization, smart contracts, and the formation of open decentralized financial protocols. Актуальність дослідження зумовлена поєднанням комплексу чинників, які зумовили шоковий вплив на реальний сектор економіки в цілому та на електроенергетичні підприємства зокрема. Йдеться перш за все про повномасштабну воєнну агресію 2022 р., фізичне руйнування інфраструктури, різке підвищення облікової ставки Національного банку України, девальвацію гривні, структурну реформу ринку електричної енергії та зміну моделей тарифного регулювання. Водночас, підприємства різних форм власності, моделей тарифного регулювання і структури капіталу демонструють якісно різну реакцію на однакові макроекономічні шоки, які провокують інфляційні, валютні та процентні ризики у короткотривалому періоді. У науковій літературі до цього часу не була достатньо досліджена проблематика кількісної оцінки чутливості фінансового стану підприємств енергетичного сектору до впливу макроекономічних чинників з урахуванням зміни стану макросередовища, зумовленої воєнним шоком. The qualifying scientific work examines the theoretical and methodological foundations of financial risk management of companies in periods of macroeconomic instability, constructs a structural break model for the quantitative assessment of the sensitivity of the integral financial-state indicator to macroeconomic shocks, and substantiates a system of financial risk management of companies with smart management as its technological platform. The relevance of the research is determined by the combination, over 2018 – 2025 in Ukraine, of the structural reform of the electricity market, the full-scale military aggression from 24 February 2022, the physical destruction of infrastructure, the abrupt increase in the discount rate of the National Bank of Ukraine, the devaluation of the hryvnia, and the change in tariff regulation models. The overlap of inflationary, currency, and interest rate shocks within a short period creates a situation in which enterprises with different forms of ownership, tariff regulation models, and capital structures react in qualitatively different ways to identical macroeconomic shocks. The relevance of the topic stems from the fact that housing and utility services are essential services, without access to which it is impossible to ensure acceptable living conditions for households. The dissertation presents a comprehensive study of the theoretical-methodological, organisational-economic and applied foundations for the formation and implementation of a digital personnel management strategy in Ukrainian business organisations under conditions of digital transformation, wartime development and post-war economic recovery. The relevance of the topic is determined by the fact that, in the contemporary socio-labour reality, digitalisation is no longer a local renewal of individual HR functions, but is becoming a strategic factor in ensuring workforce resilience, improving labour performance, preserving human capital and strengthening the competitiveness of business organisations. At the same time, both Ukrainian and international academic literature still lack sufficiently developed holistic approaches to the formation of a digital personnel management strategy as a specific functional strategy integrated into the system of strategic personnel management and connected with the digital transformation of HR processes, the human resources ecosystem, digital personnel management technologies and mechanisms for assessing the effectiveness of digital changes.
