    Поняття, принципи та основні форми взаємодії суб’єктів державної політики у сфері соціальної захищеності осіб з інвалідністю з громадськістю

    Стаття присвячена питанню сутнісних характеристик взаємодії суб’єктів державної політики у сфері соціального захисту осіб з інвалідністю з громадськістю. Розкрито зміст такої категорії як взаємодія. Встановлено, що взаємодія суб’єктів державної політики у сфері соціального захисту осіб з інвалідністю з громадськістю при реалізації покладених на них повноважень та завдань є важливою складовою їх діяльності, оскільки дозволяє сконцентрувати зусилля, ресурси (як економічні, так і організаційні) кількох суб’єктів на виконанні певного спільного конкретного завдання. Констатовано, що взаємодія суб’єктів публічної адміністрації у сфері реалізації державної політики соціального захисту осіб з інвалідністю не обмежується лише громадськими організаціями осіб з інвалідністю, а охоплює й інших представників громадськості. Водночас інституційна спроможність громадськості є меншою, а ніж у суб’єктів публічної адміністрації, що обумовлює широкий спектр форм їх взаємодії – від простого інформування до партнерства при реалізації тих чи інших завдань відповідної державної політики. Акцентовано увагу на необхідності розширення ролі та надання громадськості нових важелів впливу та контролю за державної політикою у вказаній сфері. З’ясовано зміст та ознаки поняття взаємодії суб’єктів державної політики у сфері соціального захисту осіб з інвалідністю з громадськістю як певного управлінського процесу зі спільною метою, який повинен базуватися на певних принципах. Розглянуто принципи, яким повинна відповідати взаємодія вказаних суб’єктів. Проаналізовано моделі взаємодії: демократична, змішана авторитарна. Виокремлено основні форми взаємодії вказаних суб’єктів: інформування, консультації, діалог та партнерство. The article is devoted to the question of essential characteristics of the interaction of state policy subjects in the field of social protection of persons with disabilities with the public. The content of such a category as interaction is disclosed. It was established that the interaction of the subjects of state policy in the field of social protection of persons with disabilities with the public in the implementation of the powers and tasks assigned to them is an important component of their activity, as it allows to concentrate the efforts and resources (both economic and organizational) of several subjects on the performance of a certain joint specific task. It was established that the interaction of public administration subjects in the sphere of implementation of the state policy of social protection of persons with disabilities is not limited only to public organizations of persons with disabilities, but also includes other members of the public. At the same time, the institutional capacity of the public is less than that of the subjects of public administration, which determines a wide range of forms of their interaction – from simple information to partnership in the implementation of certain tasks of the relevant state policy. Attention is focused on the need to expand the role and provide the public with new levers of influence and control over state policy in the specified area. The content and features of the concept of interaction of state policy subjects in the field of social protection of persons with disabilities with the public as a certain management process with a common goal, which should be based on certain principles, are clarified. The principles to which the interaction of the specified entities must comply have been considered. Models of interaction were analyzed: democratic, mixed authoritarian. The main forms of interaction of the specified subjects are highlighted: information, consultations, dialogue and partnership.
