From the beginning of the hybrid war in 2014 and full-scale invasion in 2022 Ukrainian society constantly suffers from the violation of basic human rights, the goals of sustainable development of the United Nations. The advantage of democracy as a type of political system is its high ability to adapt to new circumstances, constantly change and efficiently compete with other forms of political regime. The factors of the dynamic component of democratic institutions are market economy, developed civil society, the values of pluralism and tolerance. However, the development of democracy is not a linear process. New forms and methods of implementing the principles of democracy are related to the risk of its transformation into autocracy. Any crisis is a challenge for democracy, a test of its stability. In a crisis, traditional principles of democracy lose their effectiveness. Such processes have been observed in the world as a result of the implementation of measures to overcome the coronavirus pandemic. In general, Russian aggression in Ukraine is obviously a greater threat to democracy. The latter not only undermines the foundations of democratic world order and norms of international law, but also testifies to the inability to restrict the aggression of the autocrat applying political, economic and diplomatic levers of influence, indicates the meaninglessness of some tenets about free market, ethnic neutrality and equality of all nations in the international politics. Aim: to outline the main threats of democratization in the world and in Ukraine, to determine the prospects of evolution of democratic political systems, to formulate recommendations for preservation of the democratic values in the current state of affairs. Method: to achieve the aim, it is expedient to apply a comparative method, in particular to compare the historical experience of preserving democratic values in the prolonged military confrontation, to use the experience of dealing with the consequences of previous global crises.Item Evolution of Constitutional Norms in Post-Soviet States: Democratic Procedure or Approval of Quo Status?(Atlantis Press, 2021-12) Bulbeniuk, Svitlana; Бульбенюк, Світлана Степанівна; Haponenko, Vira; Гапоненко, Віра Анатоліївна; Maneliuk, Yurii; Манелюк, Юрій МихайловичThe paper focuses on the political and value-ideological aspects of the evolution of constitutional norms in the post-Soviet space and in Ukraine, in particular, which determine such specific features of the constitutional process as approval of changes by trial and error, "compromise", mobilization of public support for constitutional changes. the aspirations of the elite to monopolize or change power, cyclical repetition of constitutional reforms’ content. A comparative analysis of changes to the constitution in Ukraine and other post-Soviet states according to the criteria of conservative constitutional process, reasons and drivers of changes to the Basic Law, the constitutional amendments’ content, features of constitutional control institutions, features of the change process, their political consequences, which allows identify general trends and specific regime and socio-cultural features, formulate recommendations for optimizing the constitutional process. The main arguments of the author's position of the research team on the expediency and objectivity of constitutional changes in Ukraine in the democratization of the political system, criteria for assessing their content, general recommendations for political aspects of stabilizing and optimizing the constitutionalism of post-Soviet states. У статті розглядаються політичні та ціннісно-ідеологічні аспекти еволюції конституційних норм на пострадянському просторі та в Україні, зокрема, які визначають такі особливості конституційного процесу, як затвердження, зміни методом проб і помилок, «компроміс», мобілізація громадської підтримки конституційних змін, прагненнями еліта монополізувати чи змінити владу, циклічне повторення змісту конституційних реформ. Порівняльний аналіз зміни до конституції в Україні та інших пострадянських державах представлений за критеріями консервативного конституційного процесу, причин та рушіїв внесення змін до Основного Закону, змісту конституційних змін, особливостей інститутів конституційного контролю, особливостей процесу змін, їх політичних наслідків, що дозволяє виявити загальні тенденції та специфічні режимні та соціокультурні особливості, сформулювати рекомендації щодо оптимізації конституційного процесу. These formal structures lack effectiveness and support, with informal, often non-democratic political processes and secret agreements continuing to prevail. The study aims to conclude a theoretical study, conceptualization, and generalization of the problems of the existence of informal institutions, as well as a comprehensive analysis of practical technologies of informal institutionalization in modern Ukraine. The authors used such general scientific methods as analysis and synthesis, induction and deduction, abstraction, the ascent from the abstract to the concrete. The authors considered such informal institutions that exist in the political reality of Ukraine, such as lobbying, corruption, populism, non-conventional forms of political participation of citizens, party agreements, clientelism, and political bargaining. The effective technologies for the informal institutionalization of modern Ukraine, including technologies for eliminating authoritarian practices, technologies of party structuring, technologies of political participation and technologies for the formation of democratic political consciousness have been proposed. These technologies are aimed at the political modernization of Ukraine, ensuring the institutional functioning of democracy at the proper level and minimizing the negative effects of informal institutions.Item Institutional counteraction to information warfare in Ukraine(Київський національний економічний університет імені Вадима Гетьмана, 2024) Haponenko, Vira; Гапоненко, Віра АнатоліївнаThe article analyzes the peculiarities of Ukrainian institutional system connected with informational policy, its opportunities and weakness in counteraction to informational war. The importance of the topic is based on the great hidden influence of propaganda on military actions in Ukraine by changing people’s values and minds. The main discussed topics are evolution of the informational policy institutions, their development, effectiveness and weaknesses in counteraction to informational warfare. In general, the threats to informational safety are lack of preventive measures, insufficient attention to civic education, development of patriotism, active citizenship, democratic values and principles. As a conclusion, the author proposes a wide understanding of the institutional system of counteraction to informational war. The Russian-Ukrainian war leads to an economic crisis, a drop in incomes and welfare, and an increase in unemployment. In addition, environmental problems caused by war crimes lead to an increase in the number of diseases and slowdown socio-economic development. The study was conducted in Ukraine from the start of a full-scale Russian invasion (February 2022) to April 2023. The following scientific approaches were used: political, conflict, and typological. As well as general scientific methods: analysis and synthesis, systematic method, induction and deduction, generalization. The results emphasize that one of the reasons for the Russian-Ukrainian war is the different political and socio-economic interests that lead to the war. This study's findings underscore the global ramifications of a full-scale conflict within Ukraine's borders. Moreover, it highlights the substantial impact of political conflicts and global political challenges as destabilizing factors, casting a detrimental influence on the socio-economic progress of the nation. The scientific novelty of the study consists in a comprehensive andsystematic analysis of the impact of the Russian-Ukrainian war on the socio-economic development of Ukraine. Метою дослідження є аналіз впливу російсько-української війни (політичного конфлікту) та глобальних політичних проблем на соціально-економічний розвиток держави. Російсько-українська війна призводить до економічної кризи, падіння доходів та добробуту, а також зростання безробіття. Крім того, екологічні проблеми, спричинені воєнними злочинами, призводять до збільшення кількості захворювань та уповільнення соціально-економічного розвитку. Дослідження проводилося в Україні з початку повномасштабного російського вторгнення (лютий 2022 року) до квітня 2023 року. Були використані такі наукові підходи: політичний, конфліктологічний та типологічний. А також загальнонаукові методи: аналіз і синтез, систематичний метод, індукція та дедукція, узагальнення. Результати підкреслюють, що однією з причин російсько-української війни є різні політичні та соціально-економічні інтереси, які призвели до війни. Результати цього дослідження підкреслюють глобальні наслідки повномасштабного конфлікту в межах України. Крім того, воно висвітлює суттєвий вплив політичних конфліктів та глобальних політичних викликів як дестабілізуючих факторів, що чинять негативний вплив на соціально-економічний прогрес країни. Since we live in a networked society where information and communication technologies play a key role, it is important to examine how these factors shape the socio-political landscape. To achieve this goal, it is necessary to study the relationship between social and political structures, globalization processes and the development of information and communication technologies. We used the following methods: abstraction, deduction, systematization and generalization. It has been determined that the emergence of a network society causes a restructuring of socio-political institutions, which leads to the emergence of new structures and determines the specifics of the functioning of socio-political networks in the context of globalization. The influence of social institutions on digitalization is analyzed. The study of the representation of social interests at the network level was conducted in Ukraine in 2022. The transformation of the influence of information and communication networks on the development of socio-political structures of the network society and the formation of approaches to the interaction of the political apparatus with citizens is investigated. El objetivo del estudio es analizar la transformación de las estructuras sociopolíticas de la sociedad red, teniendo en cuenta la influencia de los procesos de globalización y el desarrollo de las tecnologías de la información y la comunicación. Dado que vivimos en una sociedad interconectada donde las tecnologías de la información y la comunicación desempeñan un papel clave, es importante examinar cómo estos factores configuran el panorama sociopolítico. Para lograr este objetivo, es necesario estudiar la relación entre las estructuras sociales y políticas, los procesos de globalización y el desarrollo de las tecnologías de la información y la comunicación. Se utilizaron los siguientes métodos: abstracción, deducción, sistematización y generalización. Se ha determinado que el surgimiento de una sociedad en red provoca una reestructuración de las instituciones sociopolíticas, lo que conduce al surgimiento de nuevas estructuras y determina las características específicas del funcionamiento de las redes sociopolíticas en el contexto de la globalización. Se analiza la influencia de las instituciones sociales en la digitalización. En 2022 se llevó a cabo en Ucrania un estudio sobre la representación de los intereses sociales a nivel de red. Se investiga la transformación de la influencia de las redes de información y comunicación en el desarrollo de las estructuras sociopolíticas de la sociedad red y la formación de enfoques para la interacción del aparato político con los ciudadanos. Метою дослідження є аналіз трансформації соціально-політичних структур мережевого суспільства з урахуванням впливу процесів глобалізації та розвитку інформаційно-комунікаційних технологій. Оскільки ми живемо у взаємопов'язаному суспільстві, де інформаційно-комунікаційні технології відіграють ключову роль, важливо дослідити, як ці фактори формують соціально-політичний ландшафт. Для досягнення цієї мети необхідно дослідити взаємозв'язок між соціальними та політичними структурами, процесами глобалізації та розвитком інформаційно-комунікаційних технологій. Були використані такі методи: абстракція, дедукція, систематизація та узагальнення. Було визначено, що виникнення мережевого суспільства спричиняє перебудову соціально-політичних інститутів, що призводить до появи нових структур та визначає специфічні особливості функціонування соціально-політичних мереж в умовах глобалізації. Проаналізовано вплив соціальних інститутів на цифровізацію. Дослідження представництва соціальних інтересів на мережевому рівні було проведено в Україні у 2022 році. An attempt was made to specify the concept of social capital in the context of contemporary Ukrainian realities. The article substantiates the position that quantitative indicators of civic activity are not decisive in the processes of democratization. It is found out that Ukraine has a strong social capital. Сформульовано визначення інституційних передумов демократизації як сукупності суб’єктивних та об’єктивних, конструктивних і деструктивних чинників, що зумовлюють ефективність політичних інститутів. Доведено, що наявність сприятливих передумов спрямовано на забезпечення зрілості інституціонального середовища (конгруентності норм та цінностей, легітимності правил, легальності процедур), структурної стійкості, рівноваги політичних організацій, конструктивних взаємозв’язків та симетричних комунікацій між ними, інституційної ефективності, що досягається паритетом інституціоналізованих конвенційних прямих і представницьких форм демократії. The thesis presents the author’s concept of institutional preconditions for democratization of the political system in Ukraine, the integrity of which is determined by: 1) specifying the conceptual research apparatus (democratization, political institution, institutional preconditions for democratization, political system) and defining interrelations among these concepts; 2) substantiating the concept of development of democracy by institutionalizing democratic rules enforced to transform the political system; 3) specifying the institutional dynamics theory to ensure stability of a democratic political system and adaptation to external circumstances; 4) defining the peculiarities of the institutional mechanisms for practical implementation of the democratic principles as functional determinants of the modern political system; 5) outlining the main tendencies of the systematic influence of institutional preconditions on the democratization processes in Ukraine. The definition of institutional preconditions for democratization has been substantiated as a complex of subjective and objective, constructive and destructive factors that determine the performance quality of political institutions. It has been proved that the availability of favorable conditions is aimed at ensuring the maturity of the institutional environment (congruence of norms and values, legitimacy of rules, legality of procedures), structural stability, balance among political organizations, constructive relationships and symmetrical communications between them and institutional efficiency achieved by parity of institutionalized conventional lines and representative forms of democracy. It has been proved that a political institution plays a leading role in a democratic political system, establishing standardized and generally accepted procedures for various political interactions, including struggles for power, conflict resolution, elite recruitment, articulation of interests and requirements, which allows stability in conditions of adaptation to the challenges of the global environment and self-improvement without radical and discrete changes in the structural and functional characteristics of the political system. Therefore, defining the institutional preconditions for democratization is a priority both for political science and for practical reform in Ukraine. Comprehension of structural components of institutional preconditions for democratization of the political system has been systematized, including environmental, regulatory and value determinants of formation of democratic rules, dynamic, stabilizing and isomorphic factors of organizational structure of political institutions, direct and representative tools for implementing the principles of democracy. The author has carried out a profound research and revealed the essence of the criteria of institutional maturity (legality, legitimacy, congruence, impersonality, validity, consensus), institutional balance (complementarity, cumulativeness, inertness, pluralism, competitiveness, transparency, impartiality), institutional efficiency (professionalism, specialization, responsibility, conventionality, institutionalization, limitation, alternativeness) that ensure democracy in political institutions, their functionality and interaction. A comprehensive assessment has been carried out applying the above mentioned criteria to define the efficiency of preconditions for democratization of the political system in Ukraine. The controversial aspects in the establishment of institutional preconditions for democratization in Ukraine have been highlighted and the prospects for further evolution of the hybrid political system have been outlined. In this context, the research into the hybridity of the political regime has been conducted more thoroughly to enable its comprehension in a broad sense involving such manifestations as entropy of external and internal motivation to obey the rules, cyclical balancing between authoritarianism and democracy with a gradual increase in the amplitude of deviation from the state of hybridity, disproportion in the distribution of powers, destructive interaction of formal and informal procedures. The recommendations have been outlined to improve the efficiency of the democratic political system in the crisis of its classical institutions in the world and hybridization of the political regime in Ukraine. It has been substantiated that there is a necessity to purposefully stimulate the establishing, supporting and activating institutional preconditions for democratization of the political system on the basis of appropriate strategies for optimization of communicative and organizational interrelations in order to overcome contradictions between the legal norms and public values, imbalance and destructiveness of organizational interaction, leveling influence of informal practices. В диссертации представлена авторская концепция институциональных предпосылок демократизации политической системы Украины. Сформулировано определение институциональных предпосылок демократизации как совокупности субъективных и объективных, конструктивных и деструктивных факторов, обусловливающих эффективность политических институтов.
