У статті досліджено актуальність аспектів формування і розвитку потенціалу екопідприємництва на ринку органічного виробництва ЄС. Обґрунтовано активну роль Європейського зеленого курсу і України на користь розвитку ринку органічного виробництва з метою поліпшення потенціалу еко-підприємництва. Проаналізовано публікації професійної і наукової спільноти з проблем ринку виробництва органічних продуктів з урахуванням досвіду ЄС. Визначено зміст потенціалу еко-підприємництва у контексті «зеленої» економіки. На базі системного підходу ідентифіковано ключові підсистеми потенціалу еко-підприємництва у розрізі стратегічної, ресурсної, технологічної та бізнес-екосистеми. Сформульовано сутнісна характеристика підсистем потенціалу еко-підприємництва на ринку органічного виробництва ЄС. The article is devoted to the determination of the content and constituent elements in the system of eco-entrepreneurship potential of Ukraine on the EU organic production market. The active role of the European Green Course and Ukraine in favor of the development of the organic production market in order to improve the potential of eco-entrepreneurship is justified. The publications of the professional and scientific community on the problems of the market for the production of organic products were analyzed, taking into account the experience of the EU. The content of the potential of eco-entrepreneurship in the context of the concept of "green" economy is determined. On the basis of the system approach, the key subsystems of the potential of eco-entrepreneurship were identified in terms of the strategic, resource, technological and business ecosystem. The author of the article proposes to designate a strategic system of goals to achieve the success of the industrial eco-production on the market of organic production of the EC; competitiveness of the eco-industrial potential of Ukraine; benchmarking the potential for increasing the market share; forecasting and optimal potential in the strategies of domestic eco-industry based on the criterion of resource efficiency. The author recommends relying on economic and mathematical methods of resource efficiency assessment; competitive benchmarking of the potential of eco-entrepreneurship in Ukraine; models of optimal use of the potential in the EU organic production market. According to the author, the information technology system is intended to activate organic production and increase the competitive advantages of Ukrainian eco-entrepreneurship; in business strategies, the mission is determined, the goals of the latest technological level of business ecosystems and the formation of the potential of eco-entrepreneurship on the EU organic market are set.Item Громадський контроль в системі публічних закупівель: теоретико-прикладні аспекти(Київський національний економічний університет імені Вадима Гетьмана, 2022) Карлова, Валентина Володимирівна; Karlova, Valentyna; Карлова, Валентина Владимировна; Оболенський, Олексій Юрійович; Obolenskyi, Oleksii; Оболенский, Алексей ЮрьевичУ статті проаналізовано особливості громадського контролю у системі публічних закупівель в Україні як інструменту підвищення ефективності публічного управління та стримуючого фактору корупційних ризиків у цій сфері. На основі аналізу наукових підходів уточнено сутність, зміст, форми громадського контролю. Доведено, що однією з головних передумов ефективного проведення публічних закупівель є участь громадян, зацікавлених у прозорості проведення закупівельних процедур і здійсненні контролю за діяльністю органів публічної влади у цій сфері. Проаналізовано законодавчу базу громадського контролю у системі публічних закупівель. Обґрунтовано необхідність громадського контролю за процедурами проведення публічних закупівель і проаналізовано практичний досвід здійснення контролю громадськістю у сфері публічних закупівель. Розкрито ключові проблеми та перспективи розвитку громадського контролю у системі публічних закупівель. Визначено напрями удосконалення громадського контролю у системі публічних закупівель в Україні. . The article analyzes the peculiarities of public control in the public procurement system in Ukraine as a tool for improving the efficiency of public administration and restraining factor of corruption risks in this area. Based on the analysis of scientific approaches, the essence, content, forms of public control are clarified. It is proved that one of the main prerequisites for effective public procurement is the participation of citizens interested in transparency of procurement procedures and control over the activities of public authorities in this area. It has been found that the lack of public control mechanisms over the process of public procurement leads to inefficient use of budget funds, an increase in budget expenditures and, as a consequence, to deformation of competition mechanisms in the economy and a deterioration of investment climate in the country. The legislative base of public control in the public procurement system is analyzed. The need for public control over public procurement procedures is substantiated and the practical experience of public procurement control is analyzed. Due to the openness of procurement information, citizens and NGOs can analyze and monitor available data, on the basis of the analysis, draw conclusions about the existence or absence of violations of the procurement legislation and inform the controlling bodies about the detected violation. An important aspect is informing of the customer on the certain violations and proposals regarding their adjustment, which is not an interference in the procurement procedure. In the public procurement system, public control aims to ensure that purchases become an effective tool for meeting the real existing social needs. It also provides a constant source of information for the society about what budget funds are used and how efficiently they are spent, strengthening interaction and trust between public authorities, business and civil society. The key problems and prospects for the development of public control in the public procurement system in Ukraine are revealed. The directions of improvement of public control in this area have been identified.
