Переваги використання централізованої моделі публічних закупівель

Abstract

Стаття присвячена питанню централізації публічних закупівель. Розглянуто успішний досвід країн — членів Європейського Союзу у запроваджені централізованих закупівельних організацій. Визначено основні переваги використання даної моделі. Розглянуто стан централізації публічних закупівель в Україні та виокремлено ризики, що можуть стати загрозою при імплементації даного проекту в українських реаліях.

This article is devoted to the issue of centralization of public procurement. It mentioned that there is no single way have to centralize public procurement, it can be done in different ways: from specialized agencies to central procurement body. Сonsidered the successful experience of the Member States of the European Union in implementation of central procurement bodies. Reviewed the main advantages of this model: as saving budget funds; fewer procedures where required to participate; greater competition between the parties; creation an attractive and long-term strategic relationship to public procurement market for Ukrainian and foreign suppliers; simplification and standardization of technical requirements for procurement. Investigated the centralization of public procurement in Ukraine by launching a pilot project in 2016 on the creation and organization of a centralized purchasing organization (the procedure of the above pilot project approved by the Cabinet of Ministers of Ukraine). Such pilot project is obligation of Ukraine according to the signed Free Trade Agreement with the European Free Trade Association in 2012 for its implementation requires a free trade zone, because this is an important condition for holding open and competitive procurement and harmonization of Ukraine’s legislation to EU legislation in the field of public procurement. Also singled out risks that could become a threat in the implementation of the project in the Ukrainian realities.
