Abstract
У дисертаційний роботі на основі теоретичних узагальнень сутності категорій економічного зростання і конкурентоспроможності обґрунтовано концептуально-методологічні засади статистики економічного зростання та конкурентоспроможності як нового напряму статистичної науки. Такий концептуальний підхід став науковим підґрунтям комплексного статистичного аналізу функціонування української економіки в міжнародному конкурентному середовищі, оцінювання її зростання та рівня конкурентоспроможності, факторів та резервів підвищення ефективності в їх взаємозв’язку та взаємозумовленості. З урахуванням специфіки економічного розвитку в умовах глобалізації, теоретично обґрунтовано нову типологію факторів економічного зростання та конкурентоспроможності. Удосконалено відповідну систему статистичних показників, що дало можливість оцінити параметри економічного зростання та конкурентоспроможності, закономірності їх формування та тенденції зміни. Розроблено методологію та здійснено статистичний аналіз ефективності використання внутрішнього потенціалу економіки України, що дозволило сформувати інформаційно-аналітичне забезпечення державного регулювання системи функціонування ринків праці та капіталу та визначити основні параметри інвестиційно-інноваційної, бюджетної, монетарної та регуляторної політики тощо. Теоретично обґрунтовано методичні підходи до статистичного оцінювання зовнішніх факторів економічного зростання та конкурентоспроможності, що дозволило проаналізувати вплив цих факторів та сформулювати методологічні принципи статистичного забезпечення державного управління зовнішніми фінансовими потоками. З урахуванням передового досвіду розроблено та адаптовано до інформаційно-аналітичних особливостей системи державної статистики України методологію оцінювання конкурентоспроможності країни. Сформульовано відповідну систему показників та удосконалено методику їх розрахунку, що дозволило здійснити оцінку міжнародної позиції України в розподілі країн за рівнем конкурентоспроможності. Теоретично обґрунтовано застосування методологія SWOT-аналізу до специфічних завдань дослідження, що дозволило розробити принципи статистичного забезпечення управління резервами у контексті їх впливу на конкурентоспроможність національної економіки України. На основі викладеного вище розроблено відповідні методичні рекомендації та пропозиції щодо впровадження в практику роботи органів державного управління та статистики моделі розвитку української економіки, функціонування якої сприятиме підтримці високих і сталих темпів економічного зростання та підвищенню конкурентоспроможності країни.
On the basis of theoretical generalization of the of economic growth and competitiveness essence, the Thesis substantiates the conceptual and methodological grounds for the statistics of economic growth and competitiveness, which makes it possible to identify the object, subject, specific objectives, functions and role of such statistics as a new school and area of focus in the science of statistics.
This makes a theoretical basis for a comprehensive statistical analysis of the performance of the Ukrainian economy in the international competitive environment and assessment of the competitive strength of the Ukrainian economy as well as interdependent and inter-conditional factors and reserves for an enhancement of its efficiency.
Accounting for the specific character of economic growth under the conditions of globalization, a theoretical basis for a new typology of economic growth and competitive strength factors has been offered and a mechanism of the interaction of such factors under the conditions of a transition economy has been revealed. The relevant system of statistical indices has been upgraded to make it possible to analyze the essence of the economic growth and competitiveness together with the regularities of the development of, and trends of changes in, the economic growth and competitiveness.
Methodology has been developed for the purposes of the performed statistical analysis of efficiency of the Ukrainian inner potential exploitation to make it possible to formulate the information and analytical support of the governmental regulation of the labor and capital markets’ operation and to define the basic parameters of the engineering, investment, innovative, budgetary, tax, monetary and regulatory policy. The country has been proven to inherit a Soviet inefficient and inconsistent capital-intensive type of economical reproduction. Most substantial reserves for an enhancement of the national economy efficiency has been proven to be dependent on an improvement of the state regulatory policy. The parameters of the designed models make it possible to develop different versions of the sustainable development strategy formulation and to outline the ways of acceleration of the economic growth and enhancement of the competitiveness.
Methodological approaches to the statistical analysis of the economic growth and competitive strength’s external factors have been well-grounded in theory to make it possible to improve the concept of balance-of-payments equilibrium and to analyze the correlation of the indices of such equilibrium with the domestic economy macroeconomic figures and to formulate the methodological principles for the statistical support of the governmental control over the foreign flows of funds and the Ukrainian economy outside financing process.
A statistical analysis of the economic growth external factors, debt load, situation with the external debt service, dynamics of the economy international liquidity and the creditworthiness level of Ukraine has made it possible to identify the most substantial sources of outside financing of the economy. It has been proven that no improvement of the international financial circumstances of Ukraine is possible unless the national economy goes into a trajectory of a sustainable economic growth and support of balance-of-payments equilibrium in harmony with the interior one.
Accounting for the advanced experience of the foreign and national research institutions and consulting companies, a methodology of the country’s competitiveness assessment has been developed and adapted to the information and analytical features of the state statistics system of Ukraine. A relevant indicators system has been formed and a proper method for the indices of competitiveness calculation has been upgraded to make it possible to assess the international position of Ukraine in the competitiveness rating of countries.
Determination of the competitiveness rating of Ukraine and the dynamics of such rating in view of making use of competitive advantages and a comparative analysis of such advantages of different countries suggest that the changes in the rating of Ukraine can be attributed to a relative decline in the peer countries competing with Ukraine rather than to an improvement of the macroeconomic situation in the country or business environment or an enhancement of the economic growth innovative component role.
SWOT-analysis methodology and its adaptation to the specific objectives of the reserves’ statistical analysis for an enhancement of the competitive strength have been grounded in theory to make it possible to develop the principles of statistical support of the reserves management for the macroeconomic, technological and institutional development in the terms of their impact on the Ukrainian national economy competitiveness level.
The results of such SWOT analysis show those weaknesses of the economic system of Ukraine that retard its growth and require a development and implementation of strategic system measures. It has been proven that an enhancement of the economy of Ukraine competitive strength shall be a key objective of the national economic policy. Such strategic objective may be achieved only through the formation of an innovative model of the economic growth and creation of an efficient market system adapted to the world markets. This will favor a successful completion of the transition period and acknowledgement of Ukraine a country with market and innovative economy by the world community.
The strategic course of Ukraine is aimed at the European integration, therefore, the national programs and strategies of economic and social development shall be elaborated accounting for the advanced experience of the EU member states and other countries in the implementation of policies aimed at an enhancement of the competitive strength of an economy.
The aforementioned has made it possible to develop the relevant practical recommendations and propositions on the implementation of a model of the Ukrainian economy development in the operation of the state administration and government statistics bodies in order to promote and support the high rate of economic growth and sustainable development and to enhance the competitiveness of the country.
В диссертационной работе на основе теоретических обобщений сущности категорий экономического роста и конкурентоспособности обоснованы концептуально-методологические основы статистики экономического роста и конкурентоспособности как нового направления статистической науки. Такой концептуальный подход стал научной основой комплексного статистического анализа функционирования украинской экономики в международной конкурентной среде, оценивания ее динамики и уровня конкурентоспособности, факторов и резервов повышения эффективности в их взаимосвязи и взаимообусловленности.
С учетом специфики развития экономики в условиях глобализации, теоретически обоснована новая типология факторов экономического роста и конкурентоспособности. Усовершенствована соответствующая система статистических показателей, что дало возможность оценить параметры роста экономики и ее конкурентоспособность, закономерности их формирования и тенденции изменения.
Разработана методология и осуществлен статистический анализ эффективности использования внутреннего потенциала экономики Украины, что позволило сформировать информационно-аналитическое обеспечение государственного регулирования системы функционирования рынков труда и капитала и определить основные параметры инвестиционно-инновационной, бюджетной, налоговой, монетарной и регуляторной политики.
Теоретически обоснованы методические подходы к статистическому оцениванию внешних факторов экономического роста и конкурентоспособности, что позволило определить степень влияния этих факторов и сформулировать методологические принципы статистического обеспечения государственного управления внешними финансовыми потоками.
С учетом передового опыта разработана и адаптирована к информационно-аналитическим особенностям системы государственной статистики Украины методология оценивания конкурентоспособности страны. Сформирована соответствующая система показателей и усовершенствована методика их расчета, что позволило осуществить оценку международной позиции Украины в распределении стран по уровню конкурентоспособности.
Теоретически обосновано применение методологии SWOT-анализа для решения специфических задач исследования, что позволило разработать принципы статистического обеспечения управления резервами в контексте их влияния на конкурентоспособность национальной экономики Украины.
На основе вышеизложенного разработаны методические рекомендации и предложения относительно использования в практике работы органов государственного управления и статистики модели развития украинской экономики, функционирование которой будет способствовать поддержке высоких и устойчивых темпов экономического роста и повышения конкурентоспособности страны.
