Abstract
The article examines the HUDERIA model as a conceptual and methodological foundation for shaping public policy on artificial intelligence risk management in Ukraine. The study analyzes the contemporary challenges of digital transformation in public governance associated with the integration of AI systems, including risks of algorithmic bias, lack of transparency, human rights violations, and institutional disruptions. Particular attention is given to the need for developing risk-oriented regulatory approaches capable of balancing technological innovation with the protection of fundamental societal values. The theoretical and methodological principles of the HUDERIA model are explored, emphasizing its human-centered approach and its ability to integrate legal, ethical, and technological dimensions into a unified framework for assessing the impact of AI systems throughout their lifecycle. The study demonstrates that, although various risk assessment tools exist globally—such as Algorithmic Impact Assessment and regulatory frameworks like the EU AI Act—HUDERIA stands out due to its conceptual coherence, systemic nature, and strong integration of human rights considerations. The analysis reveals that Ukraine currently lacks institutionalized mechanisms for comprehensive AI risk assessment within its public administration system, creating a gap between the rapid deployment of digital technologies and the state’s capacity to ensure their safe and ethical use. In this context, the implementation of HUDERIA is substantiated as a necessary step toward aligning national AI governance with European standards. The article concludes that the future development of HUDERIA lies in its integration into the concept of synthetic governance, where it can function as a dynamic component of adaptive decision-making systems capable of continuous risk assessment, scenario modeling, and policy adjustment in real time, thereby enhancing the resilience, transparency, and effectiveness of public administration.
