Abstract
Об’єктом дослідження є система публічних закупівель в Україні в умовах післявоєнного відновлення та євроінтеграції. Предметом дослідження визначено фінансову ефективність, прозорість процедур закупівель та відповідність національних практик оціночним стандартам Європейського Союзу. Метою дослідження є формулювання науково обґрунтованих підходів до вдосконалення механізмів оцінювання прозорості та ефективності використання публічних коштів, з урахуванням викликів цифровізації, інституційної спроможності та стратегічного бюджетування. Для досягнення мети застосовано методи системного аналізу, порівняння та узагальнення; проаналізовано чинні підходи до моніторингу закупівель, виявлено ключові проблеми, зокрема домінування неконкурентних процедур, обмежену участь регіональних замовників та недостатню інтеграцію інструментів сталих закупівель.
За результатами дослідження підтверджено гіпотезу щодо доцільності застосування комплексних підходів, які дозволяють інтегрувати критерії прозорості та економічної ефективності в єдину систему оцінювання. Представлені висновки узгоджуються з рекомендаціями OECD та практиками ЄС, зокрема в частині багатофакторного аналізу, ризик-індикаторів, компаративного оцінювання та цифрової трансформації закупівельної політики. Результати дослідження можуть бути використані для вдосконалення прикладних механізмів планування, моніторингу та оцінювання закупівель, зокрема в контексті виконання зобов’язань України в рамках процесу євроінтеграції.
The object of this study is the public procurement system in Ukraine under the conditions of post-war recovery and European integration. The subject of the research is the financial efficiency and transparency of procurement procedures, with a focus on the alignment of national practices with EU evaluation standards. The purpose of the study is to formulate evidence-based approaches for improving mechanisms to assess the transparency and efficiency of public spending, taking into account the challenges of digitalization, institutional capacity, and strategic budgeting. To achieve this purpose, methods of systems analysis, comparison, and generalization were applied. Existing approaches to procurement monitoring were analyzed, and key issues were identified, including the dominance of non-competitive procedures, limited participation of regional contracting authorities, and insufficient integration of sustainable public procurement (SPP) instruments, particularly in rural communities.
The findings confirm the hypothesis that comprehensive approaches integrating transparency and financial efficiency criteria into a unified evaluation system are appropriate.The study highlights that in 2024, Ukraine continued to improve its procurement system through increased digitalization, the implementation of automated risk indicators, and the expansion of Prozorro Market. However, the prevalence of non-competitive procedures remains a critical issue, limiting market access and reducing the transparency and efficiency of budgetary spending. Analysis of contract amendments reveals areas of heightened instability risk, which should be considered in planning procedures and risk assessment. European partners emphasize that current monitoring methodologies in Ukraine focus primarily on formal compliance with legislation, without encompassing a comprehensive evaluation of economic efficiency. Moreover, limited human resources, weak analytical capacity, and unequal access to digital tools hinder the implementation of strategic procurement at the local level. This calls for targeted support, training, and adaptation of evaluation instruments to the subnational context.
The proposed approaches may be applied by financial management bodies at various levels, in line with PEFA principles outlined in the Public Financial Management Reform Strategy for 2022–2025. These approaches support improvements in budget planning, accounting, macroeconomic forecasting, and public financial control. The study’s recommendations are consistent with EU practices, particularly in multi-factor analysis, risk indicators, comparative evaluation, and the use of financial instruments as integrity markers. Implementation of OECD recommendations on procurement digitalization will contribute to harmonizing Ukraine’s procurement system with European standards, enhancing donor trust, and ensuring the effective use of financial assistance. According to OECD analysis, Ukraine’s post-war recovery will require not only substantial financial resources but also institutional capacity to ensure transparent, accountable, and efficient procurement governance.
A unified legal and procedural framework for all reconstruction contracts, regardless of funding source, is essential to reduce administrative burden, accelerate tendering, and build public and donor confidence. In this context, the adaptation of PPDS approaches may serve as a foundation for expenditure modeling, institutional readiness assessment, and the development of scientific scenarios for procurement digitalization, tailored to Ukrainian realities. The implementation of the European umbrella system ERMS in the form of DREAM encompasses the creation of a unified digital platform for coordinating, planning, financing, and monitoring reconstruction projects. The results of this study can be used to improve applied mechanisms for planning and evaluating the transparency and efficiency of public procurement, particularly in monitoring Ukraine’s progress in fulfilling its European integration commitments.
