Abstract
У статті піднімається питання перспектив фінансового забезпечення
закладів вищої освіти України рівня університетів і академій в умовах
скорочення можливостей використання державних коштів. В Україні
відбувається стимулювання збільшення приватних коштів у доходах закладів
вищої освіти. Бюджетні програми розподіляють кошти між окремими ЗВО
залежно від місця у рейтингах. Отримання доходів ЗВО від приватного
сектору ускладнене через низьку платоспроможність населення і
роботодавців. Додатково, спроби ЗВО отримувати грантові кошти
натикаються на переважання державного регулювання документообігу у
звітності перед грантодавцями. Однак серед державних ЗВО чітко
виокремлено три групи закладів: перша повинна знаходиться у статусі
одержувачів коштів і повинна конкурувати за фінансові ресурси у бюджетних
програмах, друга підпадає під бюджетування у складі профільних міністерств
у статусі кошторисних бюджетних установ і зазнає меншого фінансового
тиску, окремо КНУ імені Т.Г. Шевченка є розпорядником коштів, який має
право затверджувати і виконувати власні бюджетні програми. Завдяки
більшим можливостям для ГО звітувати за грантові кошти, у 2019-2021
роках було започатковано створення окремої групи нових ЗВО та громадських
об’єднань у освіті за кошти міжнародних донорів, поза публічним
бюджетуванням на загальних засадах. Висновки. Поділ ЗВО за організаційною
спроможністю отримати кошти не сприяє побудові рівноправної конкуренції,
що є запорукою здорового розвитку закладів освіти, оскільки частина ЗВО
знаходяться у різних умовах отримання фінансових ресурсів.
The article raises the issue of the prospects for financial support
of higher education institutions in Ukraine, particularly universities and academies,
in the context of reduced opportunities for the use of state funds. Global trends in
financing higher education are moving towards an increased role for governments in
ensuring its provision, whereas in Ukraine there is a push to increase private funding
for higher education institutions. Problem Statement. The authors note the
peculiarities and trends in revenue generation for higher education institutions in
recent years, during the pandemic and heightened military actions by Russia against
Ukraine. Obtaining revenue from the private sector is complicated by the low
purchasing power of the population and employers. Additionally, attempts by higher
education institutions to secure grant funding are hindered by the predominance of
state regulation of document circulation in reporting to grant providers. There is a
need to determine the prospects for further financial support of universities and
academies in Ukraine. The aim of the article is to justify concerns regarding changes
in the financial support of universities and academies, which lead to organizational
differentiation between them, rather than healthy competition for resources. The
main trends and features of the functioning of existing and new educational
institutions are identified. Materials and methods. During the research, methods of
empirical data analysis and subsequent theoretical generalization, grouping and
systematization of public data from materials of the Ministry of Education and
Science of Ukraine, the UNDP, and other official pages were used. Regulatory
documents and publicly available reporting of Ukraine during wartime were
processed. Results. The global trends in higher education development are
characterized based on the Human Capital Index. The data on the financial support
of higher education over the last few years in Ukraine is calculated and presented,
revealing a steady decrease in budget funding, which has never reached the
budgetary norms established by legislation. The number of higher education
institutions is also decreasing, with the majority of state and communal institutions
operating under the same market conditions as private institutions. However, among
state institutions, three groups of institutions are clearly distinguished: the first group
competes for financial resources as recipients of funds, the second group is
budgetary institutions within profile ministries and experiences less financial
pressure, and Kyiv National University named after Taras Shevchenko is a budget
manager with the right to approve and implement significant budget programs. Due
to greater opportunities for NGOs to report on grant funds, a separate group of new
higher education institutions and civic associations in education has been initiated
with the support of international donors in 2019-2021 to determine the prospects
based on empirical data.Conclusions. The division of higher education institutions
based on their organizational capacity to secure funding does not contribute to the
development of fair competition, which is crucial for the healthy growth of
educational institutions, since some institutions operate under different conditions for
obtaining financial resources. It is necessary to move towards creating equal rights
for all higher education institutions to compete for funding from the private sector by
deregulating and increasing the accountability and transparency of the leadership of
these institutions to society and their communities. All higher education institutions
should be considered public entities regardless of their ownership status.
